About this file
This document includes a federal contract solicitation and responses to questions from potential offerors. The solicitation is for 90-100 pound, 8.5" x 11", 3-hole punched white paper with 1,000 sheets per box. The United States Coast Guard requires an estimated 1,000 boxes annually under a firm-fixed price requirements contract consisting of a one-year base period and four one-year option periods not exceeding five years total. The NAICS code is 322230 with a small business size standard of 750 employees. The solicitation is fully set aside for small businesses. Quotations are due by December 19, 2023 with anticipated award by June 6, 2024. The response document clarifies that delivery quantities are estimates based on fleet needs, the paper will be used for printing maintenance procedure cards, and previous contract pricing details are not provided due to FOIA restrictions.

Amendment 3 Answers provided 9 January 2024
This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding request for proposal (RFP) 70Z03824QE0000002. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.
Number Question USCG Response 1 The order details mention 1,000 sheets per box and a quantity of 1,000 boxes. I wanted to confirm if this refers to 1,000 total boxes and 1,000 sheets in each box, resulting in a total of 1,000,000 (1 million) sheets of paper?
A definitive number of sheets cannot be given as the number of boxes per year is an estimation for this solicitation. The needs of the fleet will determine the actual number of boxes ordered each year and will fluctuate.
2 When it says 1000 boxes in a year means all 1000 boxes could be shipped in one shipment, or you want partial deliveries around the year?
The number of boxes is an estimation driven by the Fleet’s needs. It will be partial deliveries throughout the year.
3 Will this paper be used for printing? If so, could you provide the make and model of the printer?
The paper will be used for printing Maintenance Procedure Cards (MPCs). The printer’s make and model is unknown.
4 Are there pictures available of the paper. There are no pictures available.
5 Does your location have a loading dock for convenient delivery?
All deliveries will be to the warehouse which has the capability to offload shipments.
6 Per the Freedom of Information Act (FOIA), can I have the award value of the previous contract?
Contract 70Z03819DD0000001 was awarded with a total contract value of $228,750.00.
7 After delivery of base year and for further 4 option years do you accept price escalation as after every year because of inflation raw material prices increases?
It is anticipated that the offerors will build an escalation factor into their proposals.
8 Can you provide an estimate of how many cases would make up an average delivery?
History shows as few as 170 boxes in a delivery, to as many as 600 boxes.
