Underwater Hull Cleanings and Inspections for USCG Patrol Boats Solicitation #70Z03625Q0073
Questions and Answers
Published: April 22, 2025
Question 1 Dive certification: Are you referring to commercial diving certification, or will PAD/NAUI su ice?
Answer: There is not a defined certification requirement from our end. This is something the company requires themselves. We just need the company to clean and take a video inspection of the hull. How the contractor gets that done is up to them.
Question 2 Qualified Personnel: What size team are you requiring and which OSHA standards are expected to be upheld?
Answer: We have not seen a dive with less than three people, with one always assigned as a dive supervisor/safety. But again, we don’t place any requirements on how many divers are needed. As long as the cleaning and inspections are completed in one day, the contractor can use as many or as few divers as they want. We have also provided Appendix A, which lists all the OSHA requirements for commercial dive operations.
Question 3: When were the vessels last hauled out and painted?
Answer: USCG Sea Fox was last hauled out and painted in 2020, and USCGC Sea Devil was last hauled out and painted in 2021.
Question 4: How close can we get to the dive site with a vehicle?
Answer: Divers can park approximately 20’ from the dive site. The vessels are moored to floating piers that the divers can set up on.
Question 5: Do both cleanings need to be done on the same day, or will it be staggered?
Answer: Cleanings for both vessels will not be done on the same days.
Question 6: Are escorts required for the divers to get from the gate to the dive site, or are the contractors able to escort themselves to and from? Will they have access to go to the NX for lunch, or base restaurants?
Answer: Divers can escort themselves to and from the dive site if they have the required passes (must be obtained from base security). Refer to section 2.4 of the SOW for details on the level of base access that is required. Refer to the Navy Exchange website for the listing of authorized patrons: https://www.mynavyexchange.com/nex/customer-service/authorized-patrons?srsltid=AfmBOopPXh75fx3tR4K_f0qy98R0slDU5F6zUIIDb9LA990T6-vevM9B for
Question 7: Can a Canadian driver assist with this or are there security requirements limiting that?
Answer: The Kings Bay Pass and ID o ice will have to answer this question for you, their number is (912) 573-8609.
Question 8: Is there flexibility in scheduling cleaning days, such as performing on Tuesday specifically?
Answer: There is flexibility in scheduling. We normally try to schedule the cleanings during the last week of the vessel’s maintenance periods. We will work with the contractor to accommodate our schedule and the contractor’s availability.
Question 9: What is the typical lead time provided when a cleaning is requested?
Answer: We will normally schedule the cleanings two to three weeks in advance.
Question 10: Should we anticipate short-notice or unscheduled cleanings outside the normal monthly cadence? If so, what is the expected response time or minimum notice for those events?
Answer: Operations or maintenance may occasionally hinder scheduling, but we will do our best to give the contractor as much notice as possible for them to plan and schedule.
Question 11: In the event that a scheduled cleaning must be postponed due to weather, vessel operations, or mission needs, how soon are contractors typically expected to return and complete the work?
Answer: In the event a cleaning has to be postponed, we would need to reschedule it for the first availability, pending the vessel’s operations, but we will have some flexibility.
