About this file

This document is a Questions and Answers file for Solicitation #70Z03625Q0073 for Underwater Hull Cleanings and Inspections for USCG Patrol Boats, published on April 21, 2025. The Q&A addresses three key inquiries: dive certification, qualified personnel requirements, and vessel maintenance history. For dive certification, the government has no defined requirement, leaving it to the contractor's discretion. Regarding personnel, while they have not seen dives conducted with fewer than three people (including a dive supervisor/safety), they do not mandate a specific team size. The government notes that Appendix A contains OSHA requirements for commercial dive operations. Lastly, the document reveals that the two patrol boats (USCG Sea Fox and USCGC Sea Devil) were last hauled out and painted in 2020 and 2021, respectively.

Underwater Hull Cleanings and Inspections for USCG Patrol Boats Solicitation #70Z03625Q0073

Questions and Answers

Published: April 21, 2025

Question 1 Dive certification: Are you referring to commercial diving certification, or will PAD/NAUI su ice?

Answer: There is not a defined certification requirement from our end. This is something the company requires themselves. We just need the company to clean and take a video inspection of the hull. How the contractor gets that done is up to them.

Question 2 Qualified Personnel: What size team are you requiring and which OSHA standards are expected to be upheld?

Answer: We have not seen a dive with less than three people, with one always assigned as a dive supervisor/safety. But again, we don’t place any requirements on how many divers are needed. As long as the cleaning and inspections are completed in one day, the contractor can use as many or as few divers as they want. We have also provided Appendix A, which lists all the OSHA requirements for commercial dive operations.

Question 3: When were the vessels last hauled out and painted?

Answer: USCG Sea Fox was last hauled out and painted in 2020, and USCGC Sea Devil was last hauled out and painted in 2021.
