About this file
This document is a Questions and Answers (Q&A) file for a roofing project (RFQ 70Z03326QSEAT0001) for a residential property in Depoe Bay, issued by the U.S. Coast Guard. The project requires replacing the roof, which includes removing and replacing up to 5 plywood roof decking sheets, removing 3 existing skylights, installing new architectural composition asphalt shingles in a dark color (dark grey, charcoal, or granite black), and adding new roofing components such as K5 white seamless gutters, stainless steel valley flashing, and metal roof vents.
Key project specifications include a completion deadline of April 30th, a 1-year labor and materials warranty, and specific material requirements like architectural composition shingles with a class 4 rating and 15-year wind resistance. The existing roof is from 1991, with a pitch between 4:12 and 6:12, and the current decking is plywood. Contractors will have bathroom access during the project, and a formal walkthrough will be conducted by a technical expert upon completion. No hazardous material survey is required, and there are no badging requirements for the project.

Questions and Answers SOW RFQ 70Z03326QSEAT0001
1. In the General Information and Scope of work it states…Some sections of the sheeting have rotten and will need to be removed and replaced. Contractor must replace any plywood roof decking that is not structurally sound. To ensure fair bidding, please provide the required quantity of sheeting to be removed and replaced.
For the Plywood roof decking that is not structurally sound, there were no more than 3 areas that felt spongy while walking on the roof. To make it fair, and to encompass anything that cannot be seen with the existing shingles in place the number of sheets to be replaced due to rot is 5 sheets.
2. In the General Information and Scope of work it states…There are 3 skylights that protrude through the roof that need to be removed and sheeted over.
Contractor must remove 3 skylights and replace with roof decking. The photos provided only shows 1 skylight. Please provide additional photos of the other 2 skylights or clarifications for fair bidding purposes.
All three skylights are the same size. Photos will be added to the solicitation.
3. How old is your roof?
The house was built in 91 I would guess that the roof is original.
4. Are there any leaks or damaged spots? If so, where are they located and when did you first notice them?
In the main part of the attic, there are no current leaks known, due to some areas in the attic where space was very limited, one is unknown to see all the underside of the roof.
5. What is the grade of your roof? Would you describe it as walkable for a roofer?
It is a very walkable to a roofer. Guess between a 4:12 and a 6:12 pitch.
6. Given the extreme winter weather conditions in Depoe Bay, is there a required completion date for this project?
The weather can be extreme in Depoe Bay. The completion date is April 30th to give plenty of time for a weather window.
7. Does the Government have information on the current number of shingle layers?
Unsure
8. The SOW mentions plywood decking. Can you confirm if the existing deck is plywood, OSB, or plank-style?
The Current decking is Plywood.
9. The SOW specifies "New Plastic Roof Vents." For longevity in a coastal environment, our standard practice is to use metal components. Would the Government consider or prefer metal ventilation components in place of plastic?
Yes
10. Please provide a preference for the gutter profile (e.g., K-4 or K-5) and the desired color for both gutters and downspouts.
K5 seamless in White for both gutters and down spouts.
11. Does the Government have a preferred shingle color, or should we provide a standard color chart for selection?
Shingle color would be a dark color like a dark grey, charcoal or granite black.
12. Could you confirm if there is a specific performance window (e.g., 60 days) from the start of work to final inspection?
Requesting the project be completed by the end of April.

14. Will the USCG send out a site walk sign-in register for this project?
Yes, it is posted under the attachments
15. Will the KTR/Subcontractors have access/use of the restroom in the house for this project?
Yes all contractors and subs will have access to the bathroom. However, at this time we only have a garden hose and dish soap for them to wash their hands.
16. Please confirm that there is no other work required in the interior of the house with the Skylight Removal regarding any framing modifications or finishes.
As far as the skylights go. It is just exterior work. We have completed everything interior.
17. Confirm with the skylight removal, we are only required to sheet over the opening and there are no framing modifications for the new sheeting.
They may need to add some blocking once they remove the skylights, it depends on how much span is needed for the sheet of plywood.
18. Are we to assume that the is no asbestos or lead paint (hazardous materials) on this project with the demolition of the existing roofing materials.
The house was built in 1991.
19. Are we required to perform a hazardous material survey and provide the results to the USCG with the materials that are required to be removed and or distributed on this project?
We do not require a hazardous material survey
20. Are we required to provide shop drawings for the Gutter Assembly which will include where the downspout locations?
Downspout locations are to be placed at their discretion following whatever code requirements are.

For the shingle type, Contractor must Install Architectural Composition Asphalt shingles with a class 4 rating, 15 year for wind resistance.
28. What are the submittal requirements for this project? Can the USCG provide a Submittal Register for all the plans and product submittals for this project?
Please refer to the SOW.
29. The Scope of Work (SOW) states “Contractor must replace any plywood roof decking that is not structurally sound.” Can the United States Government (USG) give a percentage of roof decking to account for in bidding or will differing conditions be used later?
For the roof decking that needs to be replaced, I am not anticipating more than 5 sheets that need to be replaced. The attic appears to be in decent shape.
30. SOW states “Contractor must Paint Penetrations Whenever Possible to Match Color of Shingles.” Is the USG asking for existing pipe vents and galvanized exhaust vents to be painted? Is the USG asking for new roof vents to be painted? Is USG asking for the fastener penetrations that are seen, to be caulked/painted to match shingle color?
We are not asking for existing pipe vents and exhaust vents to be painted if they are not painted when they are removed. The SOW states wherever possible. If the vents, they use to replace existing vents do not require painting then we do not need them to be painted.
