14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The subject solicitation is hereby amended as follows:
A. The purpose of this amendment is to answer bidder’s questions.
B. Per 52.212-1, Instructions to Offerors, (3) Solicitation Amendments. Offerors shall acknowledge all Solicitation Amendments. Offerors shall complete Blocks 8 and 15(a-c) on all Solicitation Amendments (SF-30) issued by the Government and submit with their offer.
C. The closing date is 4 September 2020, 2:00 PM, Eastern.

Q.1 With the COVID19 and civil unrest issues would the Government authorize an extension to submit the final proposal in order to allow for the vendor to finalize the best quote possible?
A.1 Yes, Deadline has been extended to 4 September, 2020.
Q.2 Could the Government clarify this statement? Is it the desire of the Government for the vendor to remove the (4) existing cameras and offer a new “cover plan” that may require a different quantity of final camera count or is the Government specifing a one for one replacement? If the vendor reads further into Para (4), it has five actual surveillance specified areas identified with a statement of “The CCTV must have the capability to adequately cover the following areas.” Please clarify.
A.2 The legacy system in inoperable & unrecoverable - must be removed. A new camera coverage plan is desired and the camera count was not specified by design. CCTV must be able to capture unit critical areas - this CCTV will not be actively monitored some of the time, so in system design, the notion that this CCTV system will be used for forensic (after the fact) study in these critical areas should be considered.
Q.3 If the Government does desire the vendor to submit a new coverage plan, could the Government provide a current map of the desired coverage areas (coverage area highlighted) and updated buildings so that the vendor can do a map assessment and build the proper coverage plan?
A.3 Yes. Please see Station BB Site Map attachment in the solicitation.
Q.4 Could the Government provide pictures of the current cameras installed? A close up image will allow for the vendor to plan accordingly for tools, materials required for patch work if needed. In addition, it will allow the vendor to assess if the current camera mounting site requires additional preparation work before installing new cameras.
A.4 No, due to COVID-19 and reduced unit visits, SME will not be available to go and take photos of existing cameras.
Q.5 Does the Government require Fixed of PTZ capabilities in the new camera being installed or does the Government required a mix (for example: Fixed on the interiors sites and PTZ on the exterior sites)?
A.5 There is no hard set "requirement" for number / type of cams- per se. The architecture of this system was left vague and open to interpretation by design. See also answer to Q3.
Q.6 The Government specified “Removal of all existing wiring...” Does this mean from the point where the cameras are mounted all the way back to the network switch (please clarify this question if you know what I am asking) or is the Government specifying ONLY at the camera mounted point to disconnect the camera and its immediate wires to the mounting point on the wall /ceiling/overhang?
A.6 All legacy system wiring needs to be removed.
Q.7 If removing wire all the way back to the network switch, will the Government specify the estimated wire run distance from each one of the areas that the Government specified for CCTV coverage back to the central network collection point (i.e. distance from the Armory Gate to Network Switch, distance from the Boat Docks to the network switch…etc.)?
A.7 Unable to provide, due to operations tempo and SME techs inability to travel to site.
Q.8 If removing the wires and installing new wires from the new camera point back to the network switch, can the Government state if there is adequate existing conduit to be used from those locations back to the network switch point or is the vendor required to run new conduit?
A.8 The condition of the existing conduit is unknown. Unable to provide, due to operations tempo and SME techs inability to travel to site.
Q.9 Is there adequate table / desk space for the (2) monitors and base computer or will the vendor be required to provide additional tables?
A.9 Space is or will be made available.
