About this file
This is a Request for Information (RFI) Responses document for RFQ 70Z03026CCLEV0117 regarding flooring renewal at USCG Station Lorain located at 110 Alabama Avenue, Lorain, Ohio 44052, dated September 28, 2026.
The document addresses contractor questions regarding the reconstruction requirements for two depressed areas containing existing railroad tracks and ties, each approximately 6 feet wide by 48 feet long by 12 inches deep (576 square feet total). The government clarified that structural infill is required only at the actual rail trenches and localized areas rather than the entire depressed areas. Rail trench infill must utilize rapid-setting, non-shrink structural hydraulic repair mortar or pre-packaged polymer-modified structural concrete mix achieving minimum compressive strength of 5,000 PSI at 24 hours and greater than 6,500 PSI at 28 days. Screed and swale re-profiling requires 3-component industrial epoxy/polymer screed mortar with minimum compressive strength of 10,000 PSI. The contractor must install transverse doweling using #4 Grade 60 rebar dowels (minimum 12-inch length, 6-inch embedment) spaced at 24 inches on center along both vertical cut faces, provide two continuous lines of #4 Grade 60 rebar longitudinally within the trench, and apply ASTM C881 Type II, Grade 2 structural epoxy bonding agent wet-on-wet to all cut concrete faces prior to mortar placement. The entire rail void must be filled with solid, monolithic structural cementitious/polymer material tied directly into the adjacent slab.

QUESTIONS:
Please clarify the required reconstruction for the two depressed areas where the existing railroad tracks and ties are located. For pricing purposes, each depressed area is approximately 6 ft wide x 48 ft long x 12 in deep (approximately 576 SF total).
Please confirm whether the Contractor is required to reconstruct the entire two 6 ft x 48 ft depressed areas after rail/tie removal, including compacted aggregate backfill/base and new structural concrete placed to the required finished grade and drainage profile, or whether structural infill is required only at the actual rail trenches/localized areas.
If the full depressed areas are to be reconstructed, please confirm: (1) required concrete slab thickness; (2) concrete compressive strength/mix; (3) reinforcement and/or dowel requirements;
(4) required aggregate base thickness/material and compaction; and (5) whether the 12 in depression may be built up with compacted aggregate below the new concrete slab while maintaining the specified drainage slope/swales and forklift/pallet-jack load capacity.
ANSWERS:
The structural infill is only required at the actual rail trenches/localized area.
Rail Trench Infill: Rapid-setting, non-shrink structural hydraulic repair mortar or pre-packaged polymer-modified structural concrete mix achieving a minimum compressive strength of 5,000
PSI at 24 hours and > 6,500 PSI at 28 days. Screed / Swale Re-profiling: 3-component industrial epoxy/polymer screed mortar (e.g., SikaPronto, MasterFlow, or equivalent) with minimum compressive strength of 10,000 PSI to withstand narrow polyurethane wheel contact stresses.
Transverse Doweling: Along both vertical cut faces of the rail trenches, the contractor shall drill and epoxy-grout #4 Grade 60 rebar dowels (minimum 12" length, 6" embedment) spaced at 24 inches on center.
Longitudinal Reinforcement: Provide two continuous lines of #4 Grade 60 rebar placed longitudinally over chairs within the trench prior to placing structural infill.
Bonding Agent: Apply an ASTM C881 Type II, Grade 2 structural epoxy bonding agent wet-on-wet to all cut concrete faces immediately prior to mortar/concrete placement.
The entire rail void must be filled with solid, monolithic structural cementitious/polymer material tied directly into the adjacent slab using the dowels specified above.
