About this file
Amendment 0002 addresses clarifications for a US Coast Guard Base Portsmouth contract for custom plaque/photo display boards and individual plaques. The amendment resolves three key vendor questions: 1) allowing HDU material with faux-painted trim instead of real wood, 2) reducing lettering size on the 36" x 48" base command board from 3" to 2" to accommodate design constraints, and 3) providing a Base Portsmouth emblem image since vector artwork files are unavailable.
The solicitation requires four custom plaque/photo display boards made of HDU material, with wood frames, carved HDU seals painted to match reference colors, and raised HDU lettering painted gold. Vendors must submit quotes via email to Katherine.M.Roberts2@uscg.mil and Keasha.M.Colvin@uscg.mil, including a design layout. Installation services are not required, and shipping is the only expected service. The contract is issued by the Department of Homeland Security US Coast Guard, with quoters required to conform to all specifications in Amendment 0002 to remain eligible for award.

1. Question: The recent update on SAM.gov specifies that the trim frame around the boards and the photo frames must be made of wood. Our selected manufacturer has advised against using real wood trim on HDU-based signage due to long-term durability concerns, specifically the risk of delamination or warping when mounted to HDU substrates. In place of real wood, they propose using faux-painted HDU or composite material, color-matched and textured to closely replicate the appearance of wood. This technique ensures visual compliance while offering significantly improved longevity. Could you kindly confirm whether this proposed substitution would be considered acceptable, provided it fully replicates the aesthetic and dimensional characteristics of traditional wood trim?
Answer: The specification has been revised to reflect the update to HDU. A revised copy is provided with this amendment.
2. Question: The 36” x 48” base command board – it won’t fit both 3” letters and a 10” seal at that size. Would you prefer smaller letters (looks like ~2” will fit with an Arial font) or to remove the seal and have the 3” lettering?
Answer: The specification has been updated to reflect 2” lettering. A revised copy is provided with this amendment.
3. Question: Our supplier also requests the vector artwork file for the Base Portsmouth emblem (35" round plaque and central emblem on the command boards) to generate the required proofs. If available in .AI, .SVG, or high-resolution EPS format, please send the file at your earliest convenience so we may move forward with the design layout and proof submission
Answer: These formats are not available at this time. Provided with this amendment is a copy of the Base Portsmouth emblem.
