About this file

This document is a set of vendor questions and answers related to a U.S. Coast Guard solicitation for an Industrial Hygiene survey of a paint booth at their New Orleans facility. The solicitation (70Z02625QNEWO00168) is a Small Business Set Aside for a Firm-Fixed Price Service Contract, with the primary objective of conducting an industrial hygiene survey to analyze paint booth ventilation and ensure atmospheric contaminants remain below specific safety thresholds. The contract will involve evaluating ventilation effectiveness during flammable liquid spray finishing processes, with work to be completed within 30 days of award and delivered to USCG Base New Orleans.

Key details include a submission deadline of 12:00 pm CST on 7/8/2025, with quotes to be emailed to Clarence.henshawjr@uscg.mil. The vendor questions reveal specific paint booth operational details, including that no more than 2 employees are typically present, sanding occurs in a separate blast booth, and paint booth usage is daily with spray sessions not exceeding 3 hours per shift. The contract will be awarded to the lowest-priced, technically acceptable offeror, and vendors must be registered in the System for Award Management (SAM.gov).

Text version

I am currently reviewing the SAM solicitation for the U.S. Coast Guard under Notice ID: 70Z02625QNEWO00168 – Test and Evaluation Paint Booth, and I have a few questions that will help ensure we submit an accurate and compliant proposal. Your assistance in clarifying the following items would be greatly appreciated:

Questions:

1. How many employees/workers are typically present in the paint booth at any given time, or how many individuals will need to be monitored?

1. Are sanding operations or similar preparatory tasks performed within the booth?

1. How frequently is the paint booth in use? (e.g., daily, 2–5 times per week, 2–5 times per month)

1. Has air velocity testing been conducted in the booth within the past year? If not, would it be permissible to include air velocity testing in our proposal to confirm adequate ventilation?

1. Could you provide a step-by-step process or standard operating procedure (SOP) detailing how and when the chemicals used in the booth are applied?

1. Are sanding operations or similar preparatory tasks performed within the booth? No, all surface prep is done in the blast booth

1. How frequently is the paint booth in use? (e.g., daily, 2–5 times per week, 2–5 times per month) Daily, spray sessions never exceed 3 hours in one shift

1. Has air velocity testing been conducted in the booth within the past year? If not, would it be permissible to include air velocity testing in our proposal to confirm adequate ventilation? Yes, booth has had its ventilation evaluated.

1. Could you provide a step-by-step process or standard operating procedure (SOP) detailing how and when the chemicals used in the booth are applied? The paint products are the only ones that we are concerned with, the solvents are used in very small quantities. They are applied with spray guns or rolled.
