About this file

This document contains responses to questions and major discussion points from an industry day held by the United States Coast Guard (USCG) regarding the Waterways Commerce Cutter (WCC) Cutter Boats Aids to Navigation Small (CB-ATON-S) procurement. Key details include:

The USCG is seeking a single-design cutter boat to support its fleet of 30 new WCCs, which will consist of River Buoy Tenders, Inland Construction Tenders, and Inland Buoy Tenders. The USCG anticipates procuring 66 cutter boats, including prototypes and spares, over approximately 7 years. The RFP is expected to be released by the end of November 2024, with contract award anticipated in summer 2025 and first boat deliveries in summer 2026. The USCG provided responses to industry questions on topics such as boat capabilities, testing, and contract requirements. Major discussion points included contract financing, release of a draft Statement of Work and Technical Specification, and coordination with related boat procurements.

The related federal contract opportunity is a Request for Information (RFI) issued by the USCG to identify potential firms that can satisfy the requirements for the WCC cutter boats. The RFI includes top-level requirements for the boats and requests feedback from industry on various aspects such as design, manufacturing capabilities, and pricing.

Waterways Commerce Cutter (WCC) Cutter Boats Aids to Navigation Small (CB-ATON-S)

Industry Day

Date: Thursday October 17, 2024 Location: St Louis, Missouri / USCG Sector Upper Mississippi River Coast Guard Cutter: GASCONADE (WLR-75401)

Questions and Answers (all questions are from Industry to Government unless noted otherwise)

1) What can’t the boat do now that you (cutter crew) you would want?

More power and more speed up river (the current boats have twin 60HP engines)

Adjustable windshield height – current windshield design and height is not feasible for every height.

Better windshields – the current boats have windshields that are cloudy and difficult to see through. Need an option for clear visibility or nothing at all.

Shade Cover – a Bimini top or something that could also be removable.

Bolster design could be better with adjustable height so that it can be comfortable for different sized people.

Capability onboard to charge tools. (Not a requirement per Technical Specification but could be a benefit to the

USCG)

Metal mounting brackets for fire extinguishers as the current boats have plastic fixtures that break easily

Permanently affixed navigation lights as the current boats have removable lighting and rubber fixtures that stretched and don’t provide a tight hold anymore.

2) Do you want the toolbox on board to be fixed or removable? (Not a requirement per Technical Specification as this is a unit specific toolbox) Prefer having this as a removable option in case the crew need to make additional space.

The crew values deck space over storage

Also need it to be removable for weight purposes

3) Will the console be centered or offset?

Current technical specification is to provide a console where threshold is Center and objective is Offset with width for two people.

4) How many buoys can you bring onboard?

Five 6th class buoys can be brought onboard.

Information may be subject to change upon CB-ATON-S RFP release. Please see RFP for final requirements.

5) Do you ever need to launch boats with personnel onboard?

No

6) What is the maximum furthest distance that these boats will be from the cutter?

10 miles

7) Is there a dead rise requirement for the universal cradle?

No, the cradle is fully adjustable to accommodate any dead rise.

8) What are we (US Coast Guard) asking for in proposal?

Normal Coast Guard Requirements and can see previous awards for reference.

There will also be a Q & A section for RFP.

9) Will there be contractor involvement required during interface testing with the WCC?

No, currently not required.

10) How many cutter boats is the Government looking to purchase?

Anticipated quantity procured by the Government is 66 boats including the prototype(s).

o River Buoy Tender (WLR) will require 2 cutter boats per vessel while Inland

Construction Tender (WLIC) and Inland Buoy Tender (WLI) will require 1 cutter boat per vessel. In addition, spare boats will also be required.

o Boats will also be procured for the Coast Guard Aids to Navigation Teams (ANTs).

Anticipated period of performance will be 7 years with 1-2 boats typically to be delivered each quarter.

11) What is the timeline?

Government is aiming to release the RFP by end of November.

This will be a 7-year contract.

Contract Award anticipated in summer 2025 and delivery of boats 1 & 2 in summer 2026.

The Government won’t procure all boats in one delivery order.

Boat 1 will go through testing. If any changes are needed after testing, a contract change order will be issued.

12) Where will the boats be tested?

First article testing at vendor’s facility. Initial operational testing of prototype by USCG operational crews at location TBD (most likely at a current WLR homeport). Integration testing with WCC will be conducted by the Coast Guard at shipbuilder facility.

Information may be subject to change upon CB-ATON-S RFP release. Please see RFP for final requirements.

13) Are trailers required for each cutter boat? Is the trailer on the cutter?

Yes, trailer will be required for each cutter boat.

The trailer will go on the cutter on first sail. Other times, no.

14) Will cutter boat davit be a fixed boom or articulating?

Fixed boom with slewing capabilities

15) How will Warranty work?

Warranty will start after delivery and acceptance.

16) How many days will Industry require to respond to this RFP? 60 days? (asked by Government)

60 days is enough, based on the complexity. 90 days is more than enough.

But will also depend on the number of calculations required for the proposal.

Major Discussion Points:

1) The contract will have contract financing but do not factor it as part of your price proposal. It will be incorporated after contract award.

2) A synopsis will be released with draft Statement of Work and Technical Specification. Please feel free to ask questions or point out any concerns.

3) Three Boat RFPs will likely be released by the US Coast Guard around the same time frame.

Special Purpose Craft – Heavy Weather (SPC-HWX)

Cutter Boat ATON – Small (CB-ATON-S)

Trailerable Aids to Navigation Boat 2nd Generation (TANB-II)
