About this file

This Request for Information (RFI) from the United States Coast Guard (USCG) seeks information from industry to inform the development of requirements for cutter boats to outfit new Waterways Commerce Cutters (WCC). The USCG requires a single-design cutter boat to support 30 new WCCs in missions like aids to navigation, search and rescue, port security, environmental protection, and marine safety. Each River Buoy Tender will require two cutter boats and each Inland Construction Tender and Inland Buoy Tender will require one cutter boat, totaling approximately 56 cutter boats over 10 years. Respondents are requested to provide information on their capabilities, existing designs that meet the specified top-level requirements, and pricing by March 15, 2024. The RFI includes questions regarding company information, experience producing similar boats for federal agencies, production capabilities, optional fuel types, warranty terms, and rough order of magnitude pricing for design, engineering, and production.

1.1 Operating Requirements

1.1.1 The cutter boat shall operate through swell and wind waves of 3 ft and survive through swell and wind waves of 4 ft.

1.1.2 The cutter boat shall operate in water temperatures from 32(min) to 90(max) degrees F.

1.1.3 The cutter boat shall operate in air temperatures from -10(min) to 100(max) degrees F.

1.1.4 The cutter boat shall operate with wind speeds from 0 to 25 knots.

1.2 Operating Functions

1.2.1 The cutter boat shall be capable of coming alongside or pushing bow up against other vessels, marine platforms, aids to navigation such as buoys, in order to transfer or retrieve personnel and cargo without damaging the Cutter Boat, other vessels, platforms, or buoys.

1.2.2 The cutter boat shall be able to transport personnel and rigorous loading of ATON equipment as necessary to conduct missions or as the result of a mission. This may include beaching the cutter boat to facilitate transferring personnel ashore to conduct ATON servicing.

Section 2: Effectiveness Requirements

2.1 Basic Requirements

2.1.1 The cutter boat shall not exceed 21 feet 6 inches in length overall.

2.1.2 The cutter boat shall not exceed 8 feet 2 inches in beam including Rub Rail.

2.1.3 The cutter boat shall sustain 25 knots (threshold)/30 knots (objective) through mid SS2 in the Performance Weight Condition (Light Load Weight + Full Fuel + Boat Outfit + 200 lbs gear + 2 Crew each 220lbs).

2.1.4 The cutter boat shall be capable of transiting 50 nautical miles (threshold)/80 nautical miles (objective) at the most economical planning speed with a useable 10% fuel reserve in the Performance Weight Condition.

2.1.5 The cutter boat shall be dynamically stable (oscillatory and non-oscillatory) in all weight conditions.

2.1.6 The cutter boat shall operate continuously at speeds of 4 knots or less with propulsion system fully engaged.

2.1.7 The cutter boat shall not exceed 18 inches (threshold)/12 inches (objective) draft with outboards trimmed fully down, in Performance Weight Condition.

2.1.8 The cutter boat shall have the capacity to transit six personnel (coxswain, crewmembers/shore party) each weighing 220 lbs in full PPE.

2.1.9 The cutter boat shall be capable of towing two 4 CR/NR buoys alongside and astern at 8 knots in bow-on currents up to 5 knots.

2.1.10 The cutter boat shall have a minimum of 75 ft2 (threshold)/95 ft2 (objective) of continuous open deck space to accommodate 450 lbs (threshold)/500 lbs (objective) of cargo and equipment.

2.1.11 The cutter boat shall have two identical outboard engines.

2.1.12 The cutter boat shall interface with all systems for launch, recover, transfer, refuel, electrical, and stowage from each WCC variant. (WCC Cutter RFP located at https://sam.gov/opp/c56fa847496248268093c24824517c75/view for reference.)

2.1.13 The cutter boat shall not exceed 3,000 lbs in the Hoisting Condition (Light Load Weight + Full Fuel + Boat Outfit + 200 lbs gear).

Section 3: Suitability Requirements

3.1 Design

3.1.1 The cutter boat hull shall be constructed of marine grade aluminum.

3.1.2 The cutter boat hull shall have an aluminum beaching or doubler plate to support the hull from contact with waterway bottoms (e.g. sand, mud, rock, etc.)

3.1.3 The cutter boat shall have a collar system to protect hull surfaces from damage during contact at 2 knots with other vessels and marine structures.

3.1.4 The cutter boat shall have protection along the hull surface to protect from damage while dragging buoys onboard and towing buoys alongside.

3.1.5 The cutter boat shall be designed with a center console.

3.1.6 The cutter boat shall be designed with a removable awning/covering to protect crew and passengers from environmental conditions (e.g. sun, rain, snow, etc.). The mounting points of this system shall be part of the console, as not to restrict the free movement of crewmembers working over the side of the vessel.

3.1.7 The cutter boat shall have seating and adequate grab handles for up to six crewmember/passengers.

3.2 Integrated Logistics Support

3.2.1 The cutter boat shall have a service life of 15 years.

3.2.2 The cutter boat shall operate 200 operational hours per calendar year.

3.3 Reliability / Maintainability / Availability

3.3.1 The cutter boat shall have a Mean Time Between Failures (MTBF) not less than 30 hours.

3.3.2 The cutter boat shall have a Mean Time To Repair (MTTR) of not more than 3 hours.

3.3.3 The cutter boat shall have an Operational Availability (Ao) of at least 80%.
