About this file
This is a Questions and Answers (Q&A) document for solicitation 70Z023R27BAAGLCOE, a Broad Agency Announcement (BAA) from the U.S. Coast Guard Great Lakes Oil Spill Center of Expertise (GLCOE). The document clarifies key requirements and submission guidelines for the solicitation, which was re-solicited as a full and open competition after an initial small business set-aside did not yield sufficient responses.
The Q&A addresses critical proposal submission requirements, including a maximum 30-page limit for the entire proposal (with price proposal as a separate one-page submission not counted toward the page limit). The primary focus is on workshops for the community, with training required to occur in the weeks of September 1 or September 8 (no later than September 8) due to fiscal year-end constraints on government travel. The government will negotiate and accept workshop locations during the post-award phase. USCG and the contractor share recruitment responsibilities: USCG will assist in obtaining committee members and vetting participants, while the contractor is responsible for producing outreach materials, managing participant attendance tracking, and providing recruitment support. The target is 30 participants per workshop, but USCG will accept lower attendance while maintaining instructor levels if necessary. The contract operates as a typical Blanket Purchase Agreement (BPA) with funding allocated annually during the base year (less than two months) plus three option periods. Contractors may incorporate food and beverage costs at their discretion, as USCG cannot allocate funds directly for these items. Contractors are encouraged to submit proposals directly to the contracting officer to ensure successful receipt, as the GSA portal occasionally experiences technical issues.

| 1 | This contact is full and open comepetition to all parties. The solicitation was re-solcited as we were not able to meet the our requirement when we did a small business set aside. I will do an amendment to see if it will remove the set aside language or how it's listed. | ||
| 2 | The price proposal is submitted as a sepearte proposal with 1 page limit and is not part of the 1 page limit. | ||
| 3 | Please ignaore and it will be revised and the main focus is the workshop for the community, but cadets maybe involved to assist or attend the workshops. You may just focus on the PWS. Replaced with "Description of how proposed work advances the state of science to mitigate harmful environmental impacts." | ||
| 4 | The internship is a program that USCG just started that will begin this summer break for cadets that are pursing the field of study that is in the requirement of the statement of work. I think reference to an internship was a cut and paste error from the internship contract?
| 5 | USCG will negotiate and accept locations of the workshops during the post award phase of the contract as we understand there recently have been limitations on sites to conduct seminars, training, workshops etc. |
| 6 | The drafting of the workshop training curriculim is basically aligning the workshop dates, times, objectives etc within the BPA period. Yes, this contract will work as a typical BPA, meaning each yeat funding will be allocated for that year for the workshops. he draft is not part of the 11 page limit, but it's encourage to provide at least a summary explaining it.The post award conference is normally held within 5-10 business days from contract award. This time line will be negotiated after reivew and award of the contract and will typically have the maximum amount of days for preparation, but always can be re-visited. |
| 7 | The staffing plan is included in the 11 pages. We are trying to reduce pages due to the process time for review among offers, but I can increase the total pages to 20 pages. |
| 8 | Yes |
| 9 | This has been corrected to reflect the correact language. |
| 10 | USCG can assist in getting committee members. USCG and the contractor is responsible for recruiting workshop participants. |

Can we say this? Contractor will produce outreach materials to advertise course and provide participant attendance tracking and management. USCG will vet participants and provide contacts as needed as well as distributing emails to participants with details.
| 11 | This is up to the awarded contractor as USCG cannot allocate funds directly for food and bevarges, but the contractor can if the contractor decide to incorporate that as an expense. |
| 12 | USCG cannot provide a one week extension at this time, unless we do not receive the proper amount of information or bid response. If the happens, then USCG can either extend the due date on the last day by amending the solicitation or solicit rhe requirement in another Goverment Point of Entry site such as SAM.gov |
| 14 | GLCOE is open to the training happening in the weeks of September 1 and September 8 but no later. Training can be impacted by the end of the fiscal year, preventing government employees from traveling in the last two weeks of the fiscal year. |
| 15 | Every effort must be made to achieve the targets of 30 participants but if it could not happen, USCG prefers to hold the training on scheduled dates, accepting less than 30 participants and keeping the number of instructors the same. |
| 16 | USCG agrees that Cleveland is a good middle ground to estimate from, and that the contractor will be revising up or down depending on location. |
| 17 | The updated solicitation was publsihed through GSA on 5/20/25 along with the Q&A. I can provide the revised solicitation via email. |
| 18 | We are trying to ensure to not have long proposals as it delays the review process, however you may submit your proposal with maxium 30 pages for the entire proposal page total. You may breakdown your on page length per each section. |
