Solicitation No 70Z02325RCVC00001 Amendment: 00003 USCG Gas Carrier Inspection Course
Solicitation Questions and Answers
1. Clarification on Course Duration and Instruction Time Split
Section 2.2 of the PWS states that the Contractor will provide 6 hours of instruction per day for 5 days (totaling 30 hours), while the USCG Liquefied Gas Carrier National Center of Expertise (LGC NCOE) instructors will teach 3 hours at the end of each day (totaling 15 hours). However, Section 12.2 indicates that the LGC NCOE will require two full 8-hour days of the 40-hour course (16 hours).
Can USCG please clarify the total required course time, and the intended split between Contractor-led instruction and LGC NCOE-led instruction? Specifically:
Will NCOE instructors teach at the end of each day, or only on designated days (such as Day 4 & 5)? Is the total course time expected to be 40 hours or 50 hours (when accounting for both the Contractor and NCOE instruction and break times)?
The Coast Guard will teach 3 hours at the end of each day. Therefore, the Contractor will provide 5 hours of instruction per day for 5 days (totaling 25 hours). The Coast Guard instructors will teach 3 hours at the end of each day (totaling 15 hours). This accounts for a full 40-hour course.
2. Use of Non-U.S. Personnel Is the O eror permitted to propose a technically qualified subject-matter expert or back-up instructor who is based outside the United States, provided they meet all required qualifications and experience?
There is no requirement for U.S. citizenship.
3. Past Performance References
With reference to Past Performance in Section 13 of the Solicitation, is the O eror permitted to contact Government personnel (specifically USCG personnel) for the purpose of requesting letters of reference or to confirm their willingness to be listed as past performance references ?
A letter of reference is not required. The O eror(s) shall provide at least three (3) recent and relevant contracts within the last five years and provide a copy of their recent Contractor Performance Assessment Reporting System (CPARS) report if applicable.
USCG Gas Carrier Inspection Course The past performance list shall include the following information:
Title:
Agency:
Contract Number:
Contract Total Value:
Period of Performance:
Purpose:
4. Access to the IGC Code (1993 and 2016 Editions) The IGC Code (1993 and 2016 Editions) is only available in digital format via Witherby Connect licenses. Access is restricted to the Witherby Connect platform (available in online and o line modes) —users cannot export or print PDF copies.
Will the USCG accept delivery of the IGC Code materials in the form of Witherby Connect eBook licenses, given the publisher’s digital rights management limitations?
If an e-book license is provided to fulfill this requirement, enough licenses must be provided so that previous students that attended the course, who need to access the IGC Code in the field, will have equal access as the current students that are in the course.
There is a possibility that the O eror could immediately contact the International Maritime Organization (IMO) and request reprints at a cost. Once they have gained copyright approval, they should be able to reprint a specific number of copies.
5. Multiple Price Proposals for Alternate Locations
Section 2 of the Solicitation - Supplies or Services and Prices/Costs, as well as a Price Summary Worksheet is to be used for submitting pricing. Per Section 12, the proposal shall consist of one attachment per part.
O eror would like to propose two di erent location options, which would result in di erent pricing and slightly di erent o erings (e.g., venue, equipment, etc.).
Can the USCG confirm whether it is permissible to:
a. Submit two separate Price Summary Worksheets reflecting the di erent costs for each proposed location? Provide a brief narrative explaining the distinctions between the two o erings, if allowed?
USCG Gas Carrier Inspection Course
The United States Coast Guard will allow up to two technical and price proposals.
The o eror shall provide a brief narrative explaining the distinctions between the two Technical and Price proposals.
6. The Solicitation includes a requirement for curriculum submission and course package development; however, there is no separate CLIN for course development costs. Will the USCG consider adding a separate CLIN for administrative and technical e ort for the course development?
CLIN 0002 has been added for the cost of the administrative and technical e ort for the course development. CLIN 1002, 2002, 3002, and 4002 have been added for the cost of the administrative and technical e ort for review and update for the course development. See attachment, Revised Solicitation No. 70Z02325RCVC00001_073125.
7. Could the USCG provide an estimate of when it anticipates issuing the Task Order for the first course during the Base Year?
The Task Order for the first course will be issued concurrently on the day of the Indefinite Delivery/Indefinite Quantity (IDIQ) award.
8. The Solicitation notes that the Post Award Conference will be held at USCG Headquarters or via teleconference. Could the USCG please clarify whether it currently intends to conduct the Post Award Conference in person or virtually ?
The Post Award Conference will be held at the location where the course will be held. This will allow the USCG to discuss the contract, as well as any classroom/lab needs or recommendations immediately.
