About this file
This document is a Q&A amendment related to a Request for Quotation (RFQ) for 11-Meter Rigid Hull Inflatable Boats (RHIB), trailers, spares, and training for the Government of Nigeria under a Foreign Military Sales (FMS) case.
The key details include:
- Clarification on the configuration of the radio/intercom system, engine and waterjet specifications, and trailer requirements. The government will update the Statement of Work (SOW) to remove the requirement for the trailer to be air transportable.
- Confirmation that lifting fittings are not required, the electrical system should support the communications and navigation suite, and standard marine grade breakers and switches are acceptable.
- Guidance that offerors should not adjust the government's estimate for travel costs in the pricing schedule.
- Indication that the government may accept an alternative marine communications system design that better fits the 11M RHIB layout.
- Clarification that the heavy canvas boat cover is recommended for storage when not in use, but the boat will likely not be covered during normal operations.

Please propose recommended intercom configuration based on crew size and mission profile listed in the SOW.
2. The specification calls for a Cat 3126 engine this engine is no longer in production
SOW language provides for “or equivalent”. Please propose vendor recommended currently available engine and waterjet make/model to ensure compliance with boat performance criteria based on boat load and mission profile listed in the SOW.
3. The specification calls for the trailer to be air transportable does this include the boat as well?
SOW language will be updated to remove requirement for trailer to be air transportable.
4. The specifications call for a trailer that is articulating this is a very expensive trailer and very complex with lots of hydraulic rams and hoses. Is the government really wanting a trailer of this magnitude.
SOW language will be updated to remove requirement for trailer to be air transportable.

There are no special wire material requirements beyond the ABYC standards called out in section 2.2.3.
8. Does the electrical system require Airpax type breakers and switchs or just normal marine grade breaker systems?
There are no special breaker or switch requirements beyond the ABYC standards called out in section 2.2.3.

Amendment A00001
RFQ 70Z02324Q92200012
10. Are lifting slings required if so what is the max height
Lifting slings are not required.
11. Pricing: The RFP states that offerors are not to price travel, however there is a current govt NTE estimate in CLIN 00005 of Attachment II. Should offerors leave that estimate in the CLIN line or zero it out?
Quotes should not adjust the estimate that is in CLIN 0005 but include that amount when totaling the quote.
12. The Marine Communications System (4.6.f.i-v) is designed for a larger boat. Would the government accept an alternative system and design that will work better with the layout and design of an 11m RIB?
Please provide proposal based on the full list of Communications equipment as listed in paragraph 4.5.f.i-v of SOW.
13. 4.11 states that the boat will be stored uncovered when not in use, but 4.7.g requests a heavy canvas boat cover. When will this cover be used and will its purpose be to cover the entire boat?
The recommendation to the partner nation is to cover the boat when not in use, however vendor expectation should be the boat will likely not be covered unless put in a “long term” storage situation. The cover should be sized to cover the entire boat.
