About this file

This document contains answers to questions from vendors regarding solicitation number 70Z02323Q92200006 for spare parts and prime movers to support operations in Djibouti. The Defense Transport System will acquire goods from the vendor for delivery to Djibouti, so vendors should be prepared to warehouse items until pickup. Prime movers are not required to be a specific horsepower, engine capacity, or model, so vendors can propose the most cost-effective vehicle capable of the towing and cargo requirements. The system connecting the pintle hitch and providing electrical connection to the trailer must be installed on the prime mover, but the hitch itself can be supplied loose for installation by the government on site.

Text version

Hello all vendors, Below are a few questions we received during the initial stages of our solicitation. Please take a look at our responses. In addition, we have uploaded a new spare parts list with some comments and a few minor changes. We have highlighted any changes in yellow on the spreadsheet.

1. Is the delivery place Djibouti OR can contractor deliver all materials (Prime Movers and Spare Parts) in USA at our warehouse facility?

- The Defense Transport System will acquire your goods for pickup and perform the delivery to Djibouti. Please take into consideration they may need time to come and acquire the supplies so you may need to have a place to warehouse the goods.

2. What is the required HP or Engine Capacity for Prime Movers.

- We don’t have requirements for horsepower, engine capacity or model of prime mover intentionally so industry can identify a proper vehicle. Please identify a vehicle and DF-2 fueled engine that is capable of performing the towing and other requirements specified in the SOW at the lowest cost possible.

3. Provide the recommended/reference model no OR make of the Prime Movers for better understanding.

See answer above.

4. Can the Pintle hitch be supplied as a loose item which can be installed by USG at the site?

The system that holds the hitch and electrical connection to the trailer that needs to be bolted to the undercarriage will need to be installed. The pintle hitch attachment itself (something that looks like below but meets towing requirements) can be supplied loosely.
