Description, solicitation released on 8/22/22 with proposal due on 9/6/22 (ten business days)
Question: While the limited pricing required can be achieved in the time allotted, it’s physically impossible to write a custom plan of accomplishment for the project in that time frame. Can the 9/6/22 due date be extended?
Answer: Currently, we are requesting a “project schedule” (e.g., Excel spreadsheet, Gantt chart) to ensure the offeror can accomplish the installation prior to the museum opening while identifying the major milestones needed.

Question: Please remove item (g.). This will require reformatting all of our documentation and this is not possible within the anticipated timeframe.
Answer: This paragraph will been edited to the following:
Proposals shall be prepared in a format that is compatible with Microsoft Suite applications. Provide spreadsheets that include all formulas, function, macros, computations, or equations used to compute the proposed amounts. | Question: As these proposals typically result in computer files that are too large to email, will you be able to accept a download link from a service such as Hightail.com? If not, we’ll have to email you individual files that will need to be recompiled on your end. |
Answer: USCG security requirements and system limitations preclude the ability to download a link or access a shared folder and send/receive emails in size greater than 10MB. Offerors can send a series of numbered emails; or upon request by the Offeror, the Government can “Request a Drop-off” through DoD SAFE which will send the Offeror an email request to send (upload) one or more files.

Question: This seems to be redundant with Factor 5. Shouldn’t this be corporate history and capabilities? No page limits, please.
Answer: While the two factors seem very similar in nature, they are, in fact, different concepts that focus on different aspects of past work, and will be used by the Government to determine its level of confidence that the Offeror (Factor 2) has completed similar work, and (Factor 5) has delivered quality products in a timely manner.
Experience (Factor 2) factor focuses on the degree to which an offeror has actually performed similar work.
Past performance (Factor 5) focuses on the quality of the work performed.

Question: If Factor 2 is repurposed for corporate history and capabilities, Factor 5 can stay as past project portfolios. But use the description of the portfolios from Factor 2 as it’s a more detailed request.
