Questions and Answers

1. Question: SOW C.2.1 identifies documents listed in Table 1 as a part of the SOW. Can you please provide the documents in the Table to offerors so they can prepare their proposals?

Answer: Instructions for Access to Limited Access/Export Controlled Attachments

The following sections of the RFP contain technical drawings or other sensitive data that are subject to Export Control limitations or have otherwise restricted distribution, and have been deemed "limited access" and/or "export controlled" packages:

SOW, Table 1: HC-144B MTU References

In order to access these documents, vendors shall sign the attached Non-Disclosure Agreement and submit the request by e-mail to Allison.Hill@uscg.mil. Within the request for this documentation, vendors should also provide the following information:

1) Company name and DUNS number

2) Full name and e-mail address(es) of personnel that will receive the documents on behalf of the vendor

Vendors should submit their requests for these documents no later than 7 May 2021. Vendor requests that do not contain all of the information listed above will not be processed by the Government.

Requests received on or before this date will be processed by the Government no later than 11 May 2021.

While the Government encourages vendors to submit their requests for this data before 7 May 2021, vendor requests received after this date will be honored by the Government and will be processed within two business days of receipt.

The Government will utilize DOD SAFE for dissemination of the technical data described in this instruction to each vendor. The individual(s) listed in the vendor’s request for the above technical data will receive an automatically-generated e-mail from DOD SAFE containing a link and unique password that shall be utilized in order to retrieve the documents listed above. The password provided is a one-time use password only; vendors who utilize the password but do not download the documents shall submit another request for the documents to the Contracting Officer Representative, Allison Hill.

Vendors will have seven calendar days from receipt of the e-mail from DOD SAFE to download the documents; those who do not download the documents within this time period and require access to the documents will need to submit another request to the Contracting Officer Representative, Allison

Hill.

Vendors that encounter issues downloading the Government’s documents from the DOD SAFE environment are encouraged to review the help topics at the following website:
