About this file

This document is an Amendment 2-Solicitation Clarification/Questions Request Form for a generator rental solicitation (Solicitation Number: 70US0925Q70092298) issued by the US Secret Service. The document provides detailed responses to 20 vendor questions regarding a generator rental for golf cart charging in Sterling, VA. Key details include:

The solicitation involves renting a 56kW generator for charging 33 golf carts (combination of 2-passenger, 4-passenger, Carryall 700, and Carryall 1700 club cars), with approximately 64 operating hours expected per month. The generator will stay on-site during "Typical Usage" timeframes, with the USSS responsible for refueling. Contractors are required to be available 24/7 for service calls but do not need to have technicians on-site continuously. The RFQ allows vendors to provide pricing for both the 56kW generator with a calculated charging limit and potentially a higher-capacity generator. The submission deadline was extended to May 21 at 1 PM, with an anticipated contract period from June 1, 2025 to October 31, 2028, including a base year and three option years.

70US0925Q70092298

# Questions Answers

Golf Cart Charging: Are all 33 golf carts expected to be charged simultaneously?

Yes

Golf Cart Charging: What is the wattage for each golf cart? This will help determine how many golf carts can be charged at once based on the generator’s capacity.

~15AMPS per golf car for charger

Golf Cart Charging: Is the contractor responsible for connecting and disconnecting the chargers from the golf carts on a 24 hour daily basis?

No; however, the contractor must be available 24/7 for any service calls

Generator Operation:

The RFQ mentions that the contractor must have sufficient staff to operate equipment 24 hours a day. Does this involve turning the generator on and off as needed, or is the expectation for the generator to run continuously 24/7?

The generator will not run 24/7 the entire rental period. The contractor must be available 24/7 for service calls.

5 Is the contractor responsible for fuel?

No

6 Is this on an as needed basis, or do we quote for the full 7 month rental?

Need to quote for the “Typical Usage” during each Option Period

Will the generator stay on-site between the Base and Option Years, is there a requirement to leave the generator or remove the generator between seasons?

The generator will stay on site during the “Typical Usage” timeframe. The USSS POC will contact the contractor to inform them when to deliver and pickup the generator.

8 Do you have an estimated daily runtime or exact number of operating hours expected per month? ~64 hours a month

Is the fueling billed as part of the fixed monthly price or do you expect fueling to be a separate line item. “Fuel as consumed ?

The generator shall be delivered full of fuel.

USSS will be responsible for the refuel.

10 What is the make and model of the golf carts that we will be responsible for charging?

The golf cars are a combination of 2 passenger, 4 passenger, Carryall 700, and Carryall 1700 club cars

11 Do you have an estimated daily runtime or exact number of operating hours expected per month? ~64 hours a month

It states Contractor shall have sufficient staff to operate equipment on a 24 hour a day basis as conditions warrant - does this mean they want a tech onsite while it's running ?

The tech does not need to be on site while it is running; however, the contractor needs to be available 24/7 for service calls.

Would this stay on site for the entire time or would it be removed and re delivered each time for each PoP?

The generator will stay on site during the “Typical Usage” timeframe. The USSS POC will contact the contractor to inform them when to deliver and pick up the generator.

How many hours per month does the government plan on running the unit as that can reflect if we can do standby or single shift rates.

~64 hours a month

15 Would the government be opposed to a hybrid option? Cannot answer at this time

16 If the unit stays on site will we be responsible for fueling and if so how often? USSS will be responsible for the refuel

Charging Capacity of the 56kW Generator: The SOW specifies a 56kW generator to charge Club Car electric golf/utility cars.

However, based on the Q&A response indicating each cart requires approximately 15 amps for charging, a 56kW generator lacks the capacity to charge all carts simultaneously. Additionally, the RFQ requests information on how many carts can be charged at once, which appears contradictory to the specified generator size. Could you confirm whether the government prefers a proposal for the 56kW generator, with a calculated limit on simultaneous cart

The language was removed from the RFQ.

They can provide pricing with both options.

charging, or if a higher-capacity generator capable of charging all carts simultaneously is desired? We can provide pricing for both options if required.

18 Preventive Maintenance (PM) and Service Repairs: Generators require preventive maintenance every 300 hours of operation, please clarify whether the government prefers PM costs to be included as a separate line item or integrated into a specific CLIN.

We can tailor our pricing structure accordingly

We will fund this as needed. The generator will not be ran 24/7. There may weeks when the generator is not used.

19 Deadline: Given the critical questions raised above, is there a possibility the government will extend the submission deadline?

RFQ was extended until May 21. All quotes due May 21 at 1pm.

20 SAMS.gov it indicates that quotes are due on May 21 at 1PM Correct, all quotes are due, May 21 at 1pm
