RFP 70US0924R00DB01 – Coin Destruction RFIs
29 August 2024
RFI No. Request for Information USSS Response
1 What is the metallic makeup of these coins?
The US Mint has analyzed a representative sample of the coins and determined that they are a cupronickel core with silver plating.
2 What denomination of coins are slated for destruction?
The vast majority are counterfeit dimes and quarters.
3 What is the volume of each denomination?
That has not been determined, we only have weights of the total volume at each location.
4 Are any of the coins rolled or packaged? If so, what percentage?
No, assume they’re all loose in the containers.
5 What type of containers are the coins stored in?
Many are in plastic bags inside wooden shipping crates, others are in bags inside cardboard boxes.
6 If destroyed on site, would the USSS be interested in keeping the containers for reuse?
No, but most likely the shipping crates and boxes can be left at our loading docks as needed.
7 Will the USSS facilities have a forklift / loading dock available?
Yes.
8 Have any coins been deemed hazardous to humans/animals or the environment?
No.
9 Are the coins clean and free of foreign objects/debris?
Yes.
10 Is the contractor responsible for haul off after destruction, or can we dispose of it on site at the USSS facilities?
Yes, the contractor should haul it off site. If there is value in the waste, the value will be the contractor’s.
11 How are the USSS facilities scheduled? We will provide on-site POC’s and arrangements can be made directly.
12 Have destruction dates for each site already been determined?
No, they are unscheduled at this time.
13 Does the USSS Policy dictate a complete chain of custody by USSS security personnel, during the logistic movements will the security personnel travel with the cargo from point of origin to the contractor facility?
An armed Special Agent will need to accompany the counterfeit coins until they are destroyed and can no longer be used as currency.
14 Is the USSS responsible for providing tamper proof measurements on the containers to ensure they are not opened?
No, as long as the truck can be secured in an area (preferably with cameras) and can be closed and locked, that should be sufficient. Our agent may want to secure the doors with security tape and their initials to ensure the seal was not broken during a time they needed to step away or overnight.
15 With the volumes at some locations, the destruction may take more than one day, will the security personnel remain at the facility for more than one day or will it have to be multiple events?
If destruction logistics require our Special Agent to remain with the counterfeit coins for more than one day, the USSS will make arrangements for our agent to remain in the area overnight. As with the answer to #2, the truck can be secured in an area (preferably with cameras) and can be closed and locked. Our agent may want to secure the doors with security tape and their initials to ensure the seal was not broken during a time they needed to step away or overnight.
16 Will the USSS accept a partial mobile solution based on geographic location along with a facility option for areas not within the contractor facility area?
Yes, we recognize that some locations will be farther away and the coins will need to be transported to the destruction location, while others may be addressed by dispatching mobile units to the location where the coins are being stored. We will accept options for transportation, the dispatch of mobile units for on-site destruction and combinations of the two methods.
