INSTRUCTIONS TO OFFERORS

I. INTRODUCTION

This is firm fixed price solicitation for Counterfeit Coin Destruction.

II. BASIS FOR AWARD

The Government intends to award a firm fixed price contract.

The Government intends to evaluate proposals on the basis of Lowest

Priced, Technically Acceptable (LPTA). If the lowest priced proposal is not found to be Technically Acceptable, the government will evaluate the next lowest priced proposal, and so on. Proposals determined to be incomplete, unreasonable, or unrealistic will not be considered for award.

To be determined technically acceptable, Offerors must submit a technical volume that includes the following:

1) The Offeror shall describe their approach to execute the tasks in

SOW 1.3.1 and 1.3.2 from day one of contract start through the life of the contract. Offerors shall also confirm they can meet the standards of the requirement outlined in SOW 1.4.

2) Offerors must include at least one (1) examples of its own corporate experience as a prime contractor within the last five (5) years (of the RFP release date) in which the Offeror performed work of a similar nature (similar in scope and magnitude) to this effort. Each experience shall be no more than one (1) page in length, three (3) pages total, font size 11.

The Government intends to award without discussions (although it reserves the right to conduct discussions). Therefore, the submitted proposal should represent the offeror’s best offer.

III. STRUCTURE OF PROPOSAL

Evaluation Criteria

. In order to be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.1, demonstrate that it will meet all requirements of the solicitation, and conform to all required terms and conditions.

Order of Importance

In making its award determination, the Government will consider the evaluation factors listed in the following descending order of importance.

• Factor 1: Technical Capability

• Factor 2: Price

The Government will first evaluate Factor 1: Technical Capability for the lowest priced offeror. If the lowest priced proposal is not found to be

Technically Acceptable, the government will evaluate the next lowest priced proposal, and so on. Proposals determined to be incomplete, unreasonable, or unrealistic will not be considered for award. The quoted price must be determined fair and reasonable for award.

The Offeror must propose pricing according to the following CLIN structure:

0001 – Base Year Coin Destruction (Sept 2024 – 2025)

Contractor shall provide base year pricing based on the estimated coin volume provided in the SOW. Pricing for subsequent option years will be negotiated at a later date when the USSS has an accurate estimate of the volume of counterfeit coins that will require destruction. Contractor shall not provide pricing for these CLINs, but will need to confirm in its proposal whether it can meet the demand for services in these option years:

1001 – Option Year 1 Coin Destruction (Sept 2025 – 2026)

2001 – Option Year 2 Coin Destruction (Sept 2026 – 2027)

3001 – Option Year 3 Coin Destruction (Sept 2027 – 2028)

4001 – Option Year 4 Coin Destruction (Sept 2028 – 2029)

Evaluation Factors

Evaluation Factor 1: Technical Capability

The Offeror shall demonstrate how its technical capabilities are tied to the

Government’s requirements. The purpose is to provide the Government with confidence that the Offeror understands the requirement and will successfully perform the work, based on its technical capabilities. The offeror shall also state whether it will be able to provide services for four (4)

Option Years.

Evaluation Factor 2: Price

This factor will be evaluated for price reasonableness. The price for the Base

Year only will be evaluated. Offerors are encouraged to offer discounts in their quotation. Offerors are not required to submit pricing for the Option Years, which will be negotiated once the USSS knows the coin volume for those years.

Evaluation Methodology

The Government will first evaluate Factor 1: Technical Capability for the lowest priced offeror. If the lowest priced proposal is not found to be

Technically Acceptable, the government will evaluate the next lowest priced proposal, and so on. Proposal determined to be incomplete, unreasonable, or unrealistic will not be considered for award. The quoted price must be determined fair and reasonable for award.
