Question Answer

Is the "access control" referenced throughout the PWS and provided by the Contractor (e.g. Section 1.2 Objective #4 "Provide access control solutions that integrate with physical credentials") expected to include anything other than the credentialing solution?

For instance, is the Contractor expected to provide any physical security portions of the solution such as access control gates, turnstiles, magnetometers, etc.?

The Contractor is expected to provide a fully integrated credentialing and web-based scanning solutions to be placed at any physical location as determined by PWS and specific task order.

Attendee sizes can vary greatly depending on the nature of the event. Contractor must provide a solution to accommodate any size and scope.

Could the government please provide an estimate of the number of large and small events annually it typically supports that would be in scope? Could the government also provide an estimate of the number of attendees typically attending large and small events?

If biometric data is expected to be part of the credentialing solution for a particular Event, what data is expected to be included and how and when will it be collected / provided prior to the Event?

What sort of variation is expected at different Events, in terms of the credentialing requirements and/or personal information to be collected from credentialed attendees?

Data criteria can vary greatly depending on the nature of the event. The Contractor is expected to provide a secure collection solution to manage any type of identity and integrate with auto-id solutions

What is the expectation for support tiers and timing for technical support, i.e., only provide support during planning and execution of events, continuous support over the life of the contract task order?

NSSE type events frequently change and evolve from the planning phase through the actual event. As a result support is expected over the life of the contract task order.

Each individual task order shall be evaluated for the services required at the time of the task order award."

PWS Section 1.5.7 states that in addition to travel other direct costs (ODC) include "...shipping expenses associated with production of credentials." Could the government please confirm that each FFP task order will potentially include travel and shipping costs in addition to labor?

Participation of any type of attendee can vary greatly depending on the nature of event.

Additionally, participant activities vary greatly depending on data and operational needs. The Contractor must have the ability to capture and track any type of activity.

“Given the statement that NSSE visitor credentials will not be reused between events and various requirements for RF antennas, the reader might conclude USSS expects the NSSE visitor credential to be proximity RFID technology based. However in Section

1.4.2 there is a stated requirement “Technology should have the capability to be used simultaneously with other government and USSS systems”. This would seem to imply a “CIV” credential that was a PIV-applet based smartcard. Please confirm whether the NSSE visitor credential technology should be based on a PIV-

Technology requirements for card types or readers vary greatly depending on the nature of event. The Contractor should be prepared to integrate or work in conjunction with other government or USSS systems.

Past performance notes that, "The Government will evaluate Offerors' relevant past performance managing contracts in similar size, scope and complexity to that by the solicitation." Please confirm if the Offeror's past performance may include any performance of its purposed subcontractors?

The cloud service provider (CSP), i.e. Amazon AWS, Microsoft Azure, Google Cloud Platform, etc., must be FedRAMP Authorized. FedRAMP authorization may be achieved through a Joint Assessment Board (JAB) Provisional Authority to Operate (P-ATO) or an Agency sponsored ATO. The cloud service offering (CSO), i.e.

contractor or a similarly situation application, must be FedRAMP authorized with an agency sponsored ATO. If the offeror selected for award is not FedRAMP Authorized, the USSS will sponsor the offeror in the FedRAMP process for the contract’s period of performance, but may withdraw FedRAMP sponsorship at any time during the period of performance at the sole discretion of the Government.

Does the provider need to have formal Fed RAMP certification or is an equivalent designation, such as an ATO via a DHS directorate sufficient?
