About this file
This document is a Questions and Clarifications document for solicitation 70T05026Q6100N001, addressing specific details about a firearms training facility requirement for the Transportation Security Administration (TSA). The document outlines key clarifications regarding range specifications, including the need for a firing line that can accommodate 12 concurrent shooters, with flexibility for lane configurations and movement during training. TSA specified that the range must allow for holster draw and rapid fire, with potential future requirements for shooter movement. The agency also firmly established requirements for a 240-square-foot secured storage area and rejected proposals to expand the facility radius beyond the current parameters. Additional clarifications included a commitment to providing usage schedules that minimize disruption to existing facility customers and confirmation that 9mm Hollow Point ammunition will be used during training.

Questions and Clarifications for 70T05026Q6100N001
Q1. Does this requirement mean that twelve shooters must be able to train and fire at the same time on a single firing line, with no physical lane dividers restricting movement required by the SOW (e.g., holster draw, rapid fire, movement)?
TSA Response: It is not a requirement for 12 to shoot at the same time. But due to the time required to train and qualify 24 shooters, the line should hold no less than 12. This limits the time required to accomplish all range activities. It is not a requirement for the lanes to have dividers. But the range must allow for drawing from the holster and rapid fire. It is probably best to include movement, although this is not a current requirement, it could be one in the future.
Q2. Would configurations with separate bays or fixed lane dividers be acceptable, provided that twelve shooters can train concurrently?
TSA Response: Yes, that would be acceptable.
Q3. Would TSA consider expanding the facility radius to 50-miles to access to facilities capable of meeting the TSA’s operational intent.
TSA Response: No, we would not consider opening the radius to 50 miles from the training center. Due to compressed and constrained training timelines, the government cannot support spending hours commuting to and from a firearm range located 50 miles away.
Q4. Would TSA consider reducing the storage requirement to approximately 40–60 square feet would allow adequate secure storage without unnecessary facility modifications?
TSA Response: No, 240 square feet of secured storage is necessary to secure the ammunition and other equipment.
Clarification 1: Facilities cannot be closed to existing customers on an unscheduled basis.
TSA Response: TSA will provide a schedule for usage to allow facilities to still service their existing business with minimal impact.
Clarification 2: Confirmation of authorized ammunition types is necessary to ensure compliance with facility safety policies.
TSA Response: We are shooting 9mm Hollow Point (not Frangible ammunition).
