Information regarding IPP, including customer support, is available at www.ipp.gov or any successor site. Alternate payment procedures for new agreements may only be used if the contracting officer provides written authorization in accordance with TSA procedures. If authorized, a copy of the written authorization must be included with each payment request.

(b) Existing Contractual Agreements:

For contractual agreements established prior to the implementation of the IPP requirement, contractors may continue to submit invoices using the alternate methods outlined in their original agreement. These methods include submission via U.S. Mail or email, utilizing ONLY ONE method per invoice submission:

• Mail invoices to:

United States Coast Guard Finance Center TSA Commercial Invoices P.O. Box 4111 Chesapeake, VA 23327-4111

Contractors must verify receipt of invoices regardless of submission method and may inquire about invoice status using the contact information provided in the Payment Status section.

Invoice Elements:

Invoices that are not proper will automatically be rejected if the information required in the Prompt Payment Clause is not included in the invoice. Contractors must correct any noted deficiencies and resubmit the invoice directly to the FinCen for verification of error correction.

All invoices must clearly correlate invoiced amounts to the corresponding contract line item number and funding citation. The Contractor shall work with the Government to mutually refine the format, content, and method of delivery for all invoice submissions during the performance of the Contract.

Discounts Offered After Invoice Submission:

If the Contractor wishes to offer a discount on a specific invoice after its submission for payment, the Contractor should submit a letter to the FinCen identifying the specific invoice for which a discount is offered and specify the exact terms of the discount offered and what time period the Government should make payment by in order to receive the discount. The Contractor https://www.uscg.mil/fincen/IPP/ http://www.ipp.gov/ mailto:FIN-SMB-TSAInvoices@uscg.mil http://www.fincen.uscg.mil/ should clearly indicate the contract number, invoice number and date, and the specific terms of the discount offered. Contractors should not structure terms for net amount payments any sooner than the standard period required under FAR Subpart 32.9 regarding prompt payments for the specified deliverables under contract.

Payment Status:

Contractors may contact the FinCen via phone or email regarding the receipt of invoices or billing inquiries using (800) 564-5504 or (757) 523-6940 (Voice Option #1) or email: FIN-SMB- CustomerService@uscg.mil.

52.222-90 Addressing DEI Discrimination by Federal Contractors (APR 2026)

(DEVIATION 26-10, Revision 2) (effective April 27, 2026)

(a) Definitions. As used in this clause— Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs; associations;

or similar opportunities that are sponsored or established by the contractor or subcontractor.

Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.

(b) In connection with the performance of work under this contract, the Contractor agrees as follows:

(1) The Contractor will not engage in any racially discriminatory DEI activities;

(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;

(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;

(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and

(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.

(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).

(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.

Section 6: Instructions to Prepare Quote and Evaluation Factors

A. INTRODUCTION

The Government intends to award one purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotes:

1. Technical

2. Prior Experience

3. Price

Technical and Prior Experience when combined are approximately equal when compared to price. The Government will assign Confidence Ratings based on the responses provided by the Quoter.

B. INSTRUCTIONS

Factor 1, Technical: The quoter shall provide a brief written response describing its approach to understanding and completing the requirement in a manner that meets or exceeds the requirements stated in the Section 2 Statement of Work (SOW). The response shall include discussion on the new CCTV System to be installed (SOW Section 2.7.1), the viewing stations to be installed (SOW 2.7.2), identification of the brand name or equal equipment (SOW 2.7.3), acknowledgment of the on site training required (SOW 2.7.5), and the acknowledgement of the warranty and system maintenance requirements (SOW 2.76).

This volume shall be limited to 3 pages, including any cover page that would be added. A cover page is not required.

Factor 2, Prior Experience:

The quoter shall provide a brief written narrative of its prior experience (to include any teaming partner and/or subcontractor), within the last 3 years, performing CCTV system installs and upgrades. Prior experience may include those contracts entered into with the

Federal Government, agencies of state and local Governments, and commercial customers performed by the contractor or proposed subcontractor. This volume shall be limited to 3 pages, including any cover page that would be added. A cover page is not required.

Factor 3/Volume 3, Price: The Quoter shall complete the Attachment 2 Price Fill in Table.

EVALUTION AND SELECTION

The Government will assess its level of confidence that the quoter will successfully perform all requirements in regards to Technical (Factor 1) and Prior Experience (Factor 2).

For Factor 1, Technical - The Government will assign one of the below Confidence ratings:

High Confidence The Government has high confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.

Some Confidence The Government has some confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.

Low Confidence The Government has low confidence that the Quoter understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention.

For Factor 2, Prior Experience - The Government will assign one of the below Confidence ratings:

High Confidence The Government has high confidence that the Quoter understands the requirement, and has recent and relevant prior experience that gives the Government high confidence that the Quoter will be successful in performing the contract.

Some Confidence The Government has some confidence that the Quoter understands the requirement, and has recent and relevant prior experience that gives the Government some confidence that the Quoter will be successful in performing the contract.

Low Confidence The Government has low confidence that the Quoter understands the requirement, or lacks adequate recent and relevant prior experience that gives the Government little confidence that the Quoter will be successful in performing the contract.

Factor 3, Price - Price will not be rated but will be evaluated. The Government will evaluate price using one or more of the proposal analysis techniques provided for in the FAR.

The Government will take the total price (cell G11) from the Attachment 2 Price Fill in Tabe to determine the Quoters total evaluated price. Adequate price competition is anticipated.

The Government intends to make an award, without communicating with contractors, utilizing a best-value trade-off analysis.

Once the Government determines the contractor that is best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a purchase order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues.
