About this file

This document is a Request for Quotation (RFQ) from the Transportation Security Administration (TSA) for ETD Sample Traps (metal can swabs). The solicitation seeks 2,500 packs of QSB220 ETD Sample Traps to be delivered to Denver International Airport and 6,900 packs to be delivered to Minneapolis-St. Paul International Airport, with a total small business set-aside under NAICS code 334511. The RFQ uses a lowest price technically acceptable (LPTA) evaluation process, with two primary evaluation factors: technical acceptability (rated as acceptable/unacceptable) and total price. Quoters must complete a Technical Compliance Table demonstrating that the sample traps meet specified salient characteristics and Statement of Work requirements, and submit representations and certifications.

Key submission and response dates include: all questions must be submitted by July 31st, 2025 at 12:00 pm Eastern Time, and quotes must be submitted by August 5th at 12:00 pm Eastern Time. Quotes will be evaluated by reviewing the lowest-priced quote's technical compliance first, and if acceptable, proceed to price evaluation. The government reserves the right to make award based on initial quotations and may not evaluate all quotes. Delivery will be to TSA Logistics Office locations in Denver, CO and Minneapolis, MN, with specific point of contact information provided for each delivery site.
