About this file

This document is a set of Questions and Answers related to Solicitation 70T04024CSOP7573N001 for Automated Field Data Collection Activities issued by the Department of Homeland Security Transportation Security Administration (DHS/TSA) under the Commercial Solutions Opening Pilot (CSOP) program.

The solicitation seeks innovative commercial solutions to collect data from passenger screening areas that cannot be retrieved from existing security equipment, such as passenger time at the Travel Document Checker (TDC) podium, passenger divest time, secondary screening time, and causes for alarm. The solicitation will use a multi-phased approach, with Phase 1 being the submission and evaluation of written solution briefs, and Phase 2 being a request for full proposal submission. Responses to vendor questions cover topics like access to TSA technical documents, real-time data analysis, PII collection, and COTS requirements. The solicitation provides details on submission deadlines, evaluation criteria, and contracting terms.

1Automated Field Data Collection Activities CSOP Draft Solicitation 70T04024CSOP7573N001, page 5Discussed is the Modeling and Simulation and Standards dictionary. Can you provide a copy of this dictionary? This information is not necessary to respond to Phase 1. Because this document contains SSI, it will be provided to the vendor upon Phase 2 invitation.
2Attachment 1 - Statement+of Objectives (SOO), page 10Discussed under '1' is the TSA’s Enterprise Architecture standards and policies. Can you provide a copy of this documentation and which version applies to this sollicitiation? This information is not necessary to respond to Phase 1. As such, it will be provided to the vendor upon Phase 2 invitation.
3Attachment 1 - Statement of Objectives (SOO), page 4Mentioned is the export of data in .XLS format. As .XLSX is the successor of this format does this also apply?Yes. The solicitation has been updated to reflect the inclusion of this format.
4Attachment 1 - Statement of Objectives (SOO), page 6The timestamps and data can be obtained by different sources. Are these sources provided by the TSA (data lake?) or is the installation of additional sensors, cameras and systems allowed to have a self-sufficient system. The installation of additional sensors, cameras and systems are allowed to have a self-sufficient system. Per Amendment 00001, point 11 on page 6 of the SOO has been updated to reflect this change.
5Attachment 1 - Statement of Objectives (SOO), page 8Under Cyber(3) it is mentioned that no realtime data analysis shall take place. Does this means that the sensors gathering the data will send the data on a later time to the analysis server system for creating the requested data views, or is this an airgapped connection? The sensors gathering the data will send the data at a later time to an analysis server system to create the requested data views. Per Amendment 00001, point number 3 under section J. "Cyber" on page 8 of the SOO has been updated to reflect this change.
6GeneralDoes this sollicitation will interface and contribute to the Open Architecture (OA) objectives and goals stated in the TSA Open Architecture Roadmap (July 2023)?Yes. This requirement will play a role in how TSA ingests and integrates operational data.
7Automated Field Data Collection Activities CSOP Draft Solicitation 70T04024CSOP7573N001, page 6Regarding the submission date for the written solution brief we assume May 20th is the correct date. Althought social media is referring to the May 6th. Can you confirm the deadline date? The information in the solicitation prevails. The current submission date is May 20, 2024 at 3PM ET.
8SOO 7.D. Data CaptureCan the government provide a copy of the TSA IT requirement documentation? This information is not necessary to respond to Phase 1. Because this documentation describes the safeguarding and handling of TSA's network/information, it will be provided to the vendor upon Phase 2 invitation.
9SOO 7.J. CyberThe wording in this section states “The prototype shall not support real-time analysis”. Can the government clarify what is meant to be captured for alarm resolution capture Section G. and what data is not meant to support real-time analysis? These two sections, along with other requirements, seem to conflict what should be accomplished. Does alarming not need to be accomplished in real-time?Data collection will be done in real time. However, alarming does not need to be accomplished in real time. Data captured by Transportation Security Equipment (TSE) is not meant to support real-time analysis as data analysis will be completed at a later time to make data informed decisions.
10SOO 7.K.1The prototype shall not collect or store any Personally Identifiable Information (PII) does this include facial images?Yes, this includes facial images. Per Amendment 00001, point number 1 under section K. "Privacy" on page 8 of the SOO has been updated to reflect this change.
11SOO 7.I.2"The prototype shall use Underwriter Laboratories (UL) compliant Commercial Off the Shelf (COTS) elements". Does this mean no custom elements that are not COTS?Custimization of a commercially available solution is allowed.
