About this file
This document is a set of question responses related to RFQ Number 70T02022Q7670N002 for a Canine Quote. The key details are:
The vendor inquired about the pricing template not accounting for delivery costs to Lackland AFB, regardless of assessment at Vendor Site or CTC. The vendor requested the ability to add a one-time delivery fee per Task Order. However, the Government stated that all delivery/retrieval costs must be included in the unit prices per the RFQ requirements.
The vendor also had questions about the Excel formulas in the pricing fill-in table, specifically around the calculation of averages versus totals. The Government provided an updated pricing sheet to address these formula issues.
Additionally, the vendor asked if the "Other Compliance Documents" should be submitted as separate files or incorporated within a volume. The Government specified that these documents should be submitted as separate files.

Pricing The Government’s pricing template does not take into consideration the vendor costs of delivery to Lackland AFB, regardless of assessment at Vendor Site or CTC. Historically, the Government does not select the number of canines ordered. This presents a challenge when assigning a single cost per canine that does not allow/account for delivery efficiencies of cost across the number of canines delivered.
Ex: Delivering three (3) canines to the CTC creates the same expense as delivering ten (10) canines to the CTC, however, we must price individual canines to include shipping in the current format. This presents a challenge when determining accurate pricing per unit, especially for small businesses.
Q: Would the Government please consider allowing the vendor to add a one-time delivery fee per Task Order, regardless of the number of canines selected?
The Government’s requirements stipulate that the cost proposal must be all-inclusive, covering both the price per canine and shipping charges.
Page 3 of the RFQ reads:
“All delivery/retrieval costs are to be included in the unit prices.”
The vendor must incorporate all associated costs, including delivery and shipping expenses, into their proposed price per canine.
A one-time delivery fee per task order is not approved.
