Pumice Stone Sensitivity Testing
Question – Answer Tracker
1. The solicitation calls out “DOT PHMSA certified non-detonable energetic material testing” however the tests requested are not DOT certified tests. How are we to certify to tests that are not part of the DOT classification scheme?
Answer: The Statement of Work (SOW) has been modified to no longer dictate the specifications of the test. The testing required will be determined by the vendor. The TSA requires only that the testing be completed by a DOT PHMSA certified lab and that the testing entity be able to provide a DOT PHMSA shipping certification of the energetic material if all testing meets established standards.
2. The solicitation also states that “The testing entity must provide sufficient test information to provide a DOT PHMSA shipping certification of the energetic material if all testing meets established standards.” How are we to provide sufficient test information if the called out tests are not the certified tests nor does the specified number of available assets allow for the proper amount of testing to be completed?
Answer: See answer to question #1.
3. Do the two tests specified in the solicitation have a standard, STANAG, UN, DOD, ASME, etc. number/protocol that we can use a the reference for the tests or does the solicitation contain all of the information on the tests?
Answer: See answer to question #1.
