SECTION 2 – STATEMENT OF WORK
2.1. Requiring Organization
TSA Explosives Branch.
2.2 Product, Service or Outcome Needed
The TSA requires a DOT PHMSA certified non-detonable energetic material testing of Lava Stone impregnated with TATP by a DOT PHMSA approved laboratory in support of new and ongoing operations.
2.3 Scope of the Product, Service, or Outcome:
The TSA requires a DOT PHMSA certified non-detonable energetic material testing of Lava Stone impregnated with TATP. Industrial standard energetic material testing must be performed on the test articles provided by the Government. The testing will consist of ten (10) articles for a drop test and ten (10) articles for an impact sensitivity test. If the testing entity observes a positive energetic reaction at the given test conditions during the performance, then the test must be repeated at least five (5) times to determine a final result. The testing entity must provide sufficient test information to provide a DOT PHMSA shipping certification of the energetic material if all testing meets established standards.
2.4 Technical Requirements/Tasks/Outcomes
The DOT PHMSA approved and certification-capable laboratory must conduct the following:
• Description of the Test articles (to be provided by the TSA) o Article “A”: 0.3 percent weight of TATP into a lava stone o Article “B”: 0.5 percent weight of TATP into a lava stone
• Drop Test:
o A DOT PHMSA approved standard height drop test must be conducted in the following manner:
Three and a half-inch by 1.5-inch Lava Stone doped with 0.3/0.5 % weight of TATP inserted into a vertically aligned three-inch diameter ID PVC tube with a length/height of 20 feet.
The Lava Stone test object must fall 20 feet and land onto a 50 lb.
steel anvil.
o The landing portion of the drop test must be recorded with a high-speed video camera and microphone to detect instance(s) of energetic detonation.
o The test must be repeated at least ten (10) times to determine a final result.
o Figure 1 depicts the drop test schematics:
• Impact Sensitivity Test:
o A DOT PHMSA approved physical impact test must be conducted in a series of drop weight tests in the following manner:
• Three and a half-inch by 1.5-inch Lava Stone doped with 0.3/0.5% weight of TATP placed onto a 50 lb. steel anvil.
• A 12 lb. drop weight consisting of a cylindrical rod inserted into a three-inch diameter ID PVC tube with a length/height of 10 feet.
• The Lava Stone must be struck by a 12 lb. drop weight from a height of ten feet.
o The striking portion of the impact sensitivity test must be recorded with a high-speed video camera and microphone to detect instance(s) of energetic detonation.
o The test must be repeated at least ten (10) times to determine a final result.
o Figure 2 depicts the impact sensitivity test schematics.
• Quantity of Lava Stones Provided by the Government:
o Hot Test Articles:
• Ten (10) samples of Lava Stone doped with the article “A”
• Ten (10) samples of Lava Stone doped with the article “B” o Blank Test Articles: Ten (10) samples of Lava Stone with no TATP present
2.5 Place/Location of Performance/ Delivery:
Results from DOT PHMSA certified non-detonable energetic material testing of Lava Stone impregnated with TATP must be compiled and reported to the Government points of contact identified below in the following manner within 45 days after contract award.
The results and report must be submitted in written form to the following mailing address:
TSA Explosives Branch c/o Michell Miley 200 West Parkway Drive Suite 300 Egg Harbor Township, NJ 08234
The results and report must be submitted in electronic form (e-mail) to the following:
