About this file

This is a Request for Information (RFI) issued by the Transportation Security Administration (TSA), a component of the Department of Homeland Security (DHS), for occupational health and medical services supporting TSA personnel, applicants, and programs. The RFI serves as market research to identify potential vendors and solutions for the TSA Occupational Health and Medical Services (TOMS) program. TSA anticipates awarding a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract under NAICS code 621111 (Offices of Physicians except Mental Health Specialists) and Product Service Code Q201 (Medical-Managed Healthcare). Responses must be submitted via email to Jason.Richards@tsa.dhs.gov and Lorena.Vargas@tsa.dhs.gov no later than 12:00 PM EDT on November 17, 2026, and shall not exceed 8 pages in Microsoft Word or Adobe PDF format with standard margins, 8.5"x11" paper size, and minimum 11-point font.

Respondents must provide a Capabilities Statement including company information, point of contact details, CAGE Code and Unique Entity Identifier (UEI), socio-economic status, and relevant federal contract vehicles. The RFI requests industry feedback on ten specific areas: network coverage and accessibility across CONUS, OCONUS, and U.S. territories including proximity to commercial airports and remote locations; experience with medical and drug-testing services in remote and overseas markets; telehealth capabilities and associated operational, clinical, licensing, and security considerations; candidate experience and customer service practices; hiring events and mobile medical support capabilities; information technology solutions and federal system authorization experience; recommended pricing structures addressing fixed and variable costs, per-candidate pricing, mobile events, and surge requirements; capability to support multi-award task orders for discrete services or populations; recommended requirement structures to promote competition and reduce implementation risk; and identification of any barriers to competition. The Government will review responses for market research purposes only, reserves the right to conduct technical exchanges or pilot programs with selected respondents, and will not provide direct responses to submissions or questions. This RFI and draft Performance Work Statement are issued solely for informational and planning purposes and do not constitute a solicitation; responses do not constitute offers and cannot form a binding contract nor affect potential offerors' ability to respond to future solicitations.

Request for Information (RFI)

TSA Occupational Health and Medical Services (TOMS)

1. OBJECTIVE

The Transportation Security Administration (TSA) is issuing this Request for Information (RFI) as a means of conducting market research to identify potential vendors and solutions for occupational health and medical services in support of TSA personnel, applicants, and programs.

TSA is requesting feedback from industry in respect to the draft Performance Work Statement, such as suggested areas of improvement, lessons learned from similar projects, areas that may require further clarity, and any questions or comments that the Government should consider before releasing the final solicitation. It should be noted that the Government is currently working on updating the PWS to reflect the current requirements for this procurement.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is anticipated to be 621111 “Offices of Physicians (except Mental Health Specialists)”. The Product Service Code (PSC) is anticipated to be Q201 “Medical- Managed Healthcare”. TSA anticipates award of a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

2. RESPONSES TO THIS RFI

Interested parties are encouraged to submit a Capabilities Statement that includes the following:

• Company Name, Address, and Website.

• Point of Contact (Name, Title, Email, and Phone Number).

• CAGE Code and Unique Entity Identifier (UEI).

• Socio-economic status

• Relevant federal contract vehicles (e.g., GSA Schedules) under which your solution is available.

In addition, the draft PWS is provided as Attachment 1 to this RFI. Please review and provide responses to the following:

1. Network Coverage and Accessibility Please share information about your organization’s experience supporting medical examinations and drug testing across geographically dispersed locations, including CONUS, OCONUS, and U.S. territories. Please share feedback and considerations on how your organization would address geographic coverage, including proximity to commercial airports, and remote locations.

2. CONUS and OCONUS Support TSA is interested in understanding industry experience providing medical and drug-testing services in remote, overseas, and limited-provider markets. Please share relevant lessons learned, common challenges, and considerations TSA should account for when planning services across CONUS, OCONUS, and U.S. territories.

3. Telehealth Capabilities TSA is interested in industry perspectives on the potential role of telehealth in an occupational medical services environment, especially TSA’s medical evaluation process. Please share information on telehealth services that may be relevant, as well as any operational, clinical, licensing, privacy, security, or other considerations that may affect its use.

4. Candidate Experience and Customer Service Please share industry practices, lessons learned, or recommendations related to supporting a positive candidate and employee experience during medical evaluations and drug-testing processes. TSA is particularly interested in approaches related to communications, appointment support, issue resolution, and available reporting.

5. Hiring Events and Mobile Medical Support TSA is interested in industry feedback on supporting hiring events and mobile medical or drug-testing services. Please share relevant experience and considerations related to planning, lead times, candidate volumes, staffing, geographic coverage, scheduling, pricing, and potential contingencies.

6. Information Technology and System Authorization TSA is seeking general information on the types of information technology solutions used to support occupational medical services, including scheduling, records management, reporting, and the secure exchange of medical information. Please share any relevant experience with federal information-system authorization processes, including DHS or other federal agency ATOs, and considerations TSA should account for in planning this type of requirement.

7. Pricing Structure Describe the pricing structure you would recommend for this requirement. Address fixed and variable costs; per-candidate or per-service pricing; mobile medical events;

remote or OCONUS locations; after-hours support; surge requirements; and any volume-based assumptions that would materially affect pricing.

8. Multi-Award and Task-Order Environment If TSA uses a multi-award IDIQ approach, describe how your organization could support task orders for discrete services or populations, such as TSO medical evaluations, FAMS medical services, drug testing, mobile medical events, regional coverage, or large-hub and small-hub locations.

9. Recommended Requirement Structure Based on your experience, identify requirements, assumptions, service levels, performance measures, or acquisition structures that TSA should consider to promote competition, support high-quality service, reduce implementation risk, and improve candidate experience.

10. Industry Feedback on Barriers to Competition Please also identify any additional questions, concerns, assumptions, risks, or considerations not addressed in this RFI that TSA should consider as it develops a potential future requirement.

3. REVIEW OF RESPONSES

The Government will review interested party responses for market research purposes only.

The Government does not intend to provide responses to RFI submissions or questions directly, but will consider or incorporate responses into any future solicitation relating to these requirements. The Government reserves the right to arrange a technical information exchange, demonstration, or pilot program directly with all or select respondents following review of submissions.

4. SUBMISSION OF RESPONSES AND CONTACT INFORMATION

Responses to this RFI shall be submitted via email no later than 12:00 PM EDT on November 17, 2026 to Jason.Richards@tsa.dhs.gov and Lorena.Vargas@tsa.dhs.gov.

This RFI and draft PWS are issued solely for informational and planning purposes and do not constitute a solicitation. In accordance with FAR 15.101(c), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the Government's eventual acquisition approach. The Government will not provide reimbursement for any information that may be submitted in response to this notice, and no basis for a claim against the Government shall arise from a response to this notice or Government use of any information provided.
