About this file

This document is a Request for Quote (RFQ) No. 70T01025Q7668N003 containing Industry Questions and Government Responses for the TSA Freedom Center. The Q&A addresses critical facility maintenance details, including replacement of UPS and HVAC systems, with specific constraints and requirements. Key technical details include: the facility is a 24-hour operation, HVAC units #11, #12, and #13 will be replaced during personnel relocation, and propylene glycol is used in the system. Security requirements are specified in the Statement of Work, with mandatory contractor personnel access constraints.

The government responses indicate that detailed facility plans (architectural, electrical, HVAC) will only be provided after purchase order award. Outage coordination will be managed through TSA's Facility Manager and onsite operations/maintenance contractor. The Niagara building system contact is Roland Kulig from Smart Building Tech, and specific system integration and replacement will occur with minimal disruption to critical operations. The RFQ suggests a complex technical refresh of infrastructure systems with strict operational continuity requirements.

RFQ No. 70T01025Q7668N003 Industry Questions and Government Responses

# Industry Questions Government Responses

In order to provide responsible pricing and work plan we will need additional information on this facility, including, as much as possible, existing as-built Architectural, Electrical and HVAC system plans. Can this information be provided?

Electrical/Architectural plans (and any other facility information) are not available at this time. This information will be provided after purchase order award for project planning purposes.

What is the maximum outage duration for each STS/PDU combination?

Outages for STS/PDU in LAN rooms and TSOC represents forced relocation for watchfloor personnel. TSA prefers each combination of STS/PDU be replaced in immediate succession without any prolonged downtime between.

Freedom Center is prepared to offer limited storage options of STS/PDU units to help facilitate replacing each combination near-simultaneously, or within a defined window of opportunity in succession.

Please provide general outage constraints for this facility – i.e. off hours requirements, black-out dates, etc.

The TSA Freedom Center is a 24-hour facility. UPS-2 will be replaced while UPS-1 is online and readily available.

Correspondingly, UPS-1 will be replaced while (new) UPS-2 is online and available. Because critical personnel and operations will be relocated during the STS/PDU outages, the Contractor will have ready access to complete the maintenance.

Please provide Fire Alarm System Manufacturer and Service Contract POC so that we can coordinate with this vendor for outages including associated costs.

Outages are coordinated through TSA's Facility Manager and onsite operations and maintenance (O&M) contractor.

Please provide BAS System Manufacturer & Service Contract POC so that we can coordinate with this vendor for BAS system integration.

Niagara -Smart Building Technology. See answer to question 6.

Please provide Niagara system service contract POC so that we can coordinate with this vendor for Niagara system integration.

Roland Kulig- Smart Building Tech.

office: 301.670.0044 Mobile: 301-461-9264

Please provide existing HVAC #13 model number (which is missing from SOW).

Model# FH376C-AAES (same as 11 / 12) SN# 441493-002.

The SOW has been updated accordingly.

Please provide the total heat load for the spaces serviced by HVAC units #11, #12 & #13, so that we can calculate temporary cooling requirements.

The spaces do not require temporary cooling if HVAC units are replaced during same window that STS/PDU's are replaced and personnel are relocated elsewhere.

Are there any security clearance or citizenship constraints for this contract?

Yes, please see SOW Section 11.0 "Security Requirements" and Section 13.0 "Additional TSA Requirements", "TSA- RQMTS: Contractor Personnel Access to TSA Facilities, Information or systems (Feb 2025)".

10 What type of glycol is used? Propylene glycol 11 Are room layouts available on the drawings? See answer to question #1.

12 Can a general floor plan be made available? See answer to question #1.
