Specialized Security Training (SST) Industry Day Question & Answers
1. Question, Phase 1 scenario does not state if contractor has to provide access to xray equipment or will utilize TSA equipment to create images. What assumptions regarding equipment access are appropriate?
A: The Phase 1 Scenario assumes the contractor will utilize TSA equipment to create images.
2. Will answers to all questions be posted to Beta Sam?
A: All questions will be posted to Beta.Sam.Gov.
3. Asks for manpower plan, but since this is IDIQ, we do not know extent of delivery orders to provide manning for. What assumptions can be provided to assist with determining manpower for proposal?
A: The level of effort is to be proposed by the contractor based off the requirements that will be included as attachments to the RFP.
4. Does the past performance have to be with a Federal Government client or can it be a commercial client of similar scope, size, and complexity?
A: The past performance reference can be of similar scope, size and complexity and does not all have to be with a Federal Government Client.
5. What are the ratings for the Phase I Confidence Level Ratings?
A: Confidence Ratings will not be shared for Phase I or Phase II.
6. Anticipated final RFP release?
A: The Final RFP release date is anticipated to be by February 1, 2021 if not earlier.
7. The version of the DRFP shared in this presentation has been revised from the DEC 10 DRFP. Will you be posting this revised draft with updated Sections L&M on beta.Sam.gov?
A: No additional updates will be posted to the draft RFP posting. The next posting will be the Final Official RFP.
8. Will TSA be providing a reading room with the attachments listed in the draft in advance of final RFP?
i.e. updated historical requirements.
A: TSA will not be providing a reading room with the attachments listed. All attachments will be posted on beta.Sam.gov with the Final Official RFP.
9. How soon might we get answers to questions submitted earlier in December?
A: The draft RFP posted in December was to acquire feedback and not answer questions. No questions or responses will be provided in connection to the draft RFP.
10. Is transition part of orals or written?
A: Transition Approach is part of the Oral Presentation.
11. Could we get a copy of the document you just presented?
A: The information provided during the Industry Day will be provided in its final form when the Final RFP is posted.
12. Evaluation of 2A referenced PWS for Project Management. Does that imply there will be stand alone PWS's for each of the six tasks currently in sections c? Attachment 11?
A: For each element identified in the RFP a separate PWS or SOW will be provided if applicable.
13. Past performance of subs allowed? Any limitation on mix of past perf between prime and subs?
A: There is no limitation on the mix of past performance submissions between prime and subs.
14. Can you talk more about the supply chain risk management requirements? c.4.5.a
A: TSA will be removing this requirement from the RFP.
15. The DRFP document you presented prescribed 65 slides for the orals; the one we have seen is only 50 slides.
A: The slide limit has been increased to 65 slides. All page limits are subject to change up to the release of the Final RFP.
16. What are the requirements for small biz participation?
A: The requirements for Small Business Participation are listed within Factor 5.
17. Is it 65 slides maximum or required exactly 65 slides? Will orals be done virtually? Will presenters be allowed time to caucus after Questions during Q&A?
A: The slide limit for the Oral Presentation is 65 slides. This does not mean Offerors cannotprovide less than 65 slides, however the Government will not review anything over the 65 slide limit. Oral Presentations will be conducted virtually as stated in the draft RFP and presenters will be allowed time to caucus following questions provided by the Government.
18. Is the 'Curriculum Scenario ' in 2B in PowerPoint or word format in Factor 2?
A: The response to the Curriculum Scenario will be provided in the oral presentation.
19. Are there incentives to choose small businesses?
A: The requirements in accordance with Small Business participation are listed within Factor 5 and meet the agency’s goals as well as well as developing additional business relationships.
20. For slide presentation, how many details expected to be on slides vice what is provided orally? Should slides be able to stand on their own for evaluation or to guide our presentation? With the addition of FFDO to the Orals presentation, can we expect more time - currently 90 minutes allocated?
A: It is to the discretion of the Offeror as to how much or little information to put on one slide. Please refer to the final instructions for Oral Presentations in the Final RFP when posted concerning the slides and all information pertaining to the presentation and time limits.
21. Will kit contents be provided in the SOW?
A: Yes, kit contents will be provided as an attachment for reference.
22. Is there still a Pricing Rate Deck in addition to the TME&I pricing required and evaluated?
A: Please refer to the Final RFP and Attachment 6 in particular concerning this question as all factors are in draft form until posted with the Final RFP.
23. Going back to the question pertinent to the format of the 'curriculum scenario', I don't see a page limit in 2B. Will there be a page limit requirement or simply no limit? Factor 2B has this item listed.
d. A sample of an e-learning with storyboards and the first beta draft product and the final deliverable, Instructor Guide, and participant materials for Security. Are you expecting contractors to develop curriculum during the proposal preparation phase and show the actual curriculum? Or is this to be samples of curriculum on past programs.
A: No page limit requirement for deliverables b-f. For deliverable d., the Government is not requesting contractors develop curriculum for the Curriculum Scenario. Samples of past curriculum products referenced in the scenario for previous Security Safety or other technical training of similar complexity is acceptable.
24. Do we know how long vetting will take for TSA's vetting during COVID?
A: Estimated 60 days.
25. Which location will be for both TML and curriculum development be?
A: The TML is located in Atlantic City, NJ. There are no location requirements for Curriculum Development.
26. Will you be providing a copy of your Talking Points from this presentation?
A: The information provided during the Industry Day will be provided in its final form when the Final RFP is posted.
27. Will there be 1-on-1 sessions for offerors? This would be very helpful as interactions have been limited due to Corona.
A: One-on-one sessions will not be available to offerors prior to the release of the Final RFP.
28. Any additional information on small biz incentives would be greatly appreciated.
A: Please refer to the Final RFP for additional information.
31. How much of the existing materials will be available for the new contractor to reference as new/improved materials are created by the curriculum designers?
A: All existing curriculum will be provided to assist with creating new and/or updated training material.
29. Questions deadline?
A: Questions were due by close of business on Thursday, January 21, 2021.
30. In our response to the evaluation scenarios, shall we assume that there is a reasonable participation by your subject matter experts as training modules are developed?
A: Yes, a designated project lead (SME) will be assigned to each curriculum project.
