About this file
This document provides answers to vendor questions regarding solicitation number 70SBUR23Q00000229 for sign language interpretation services at U.S. Citizenship and Immigration Services field offices. The Department of Homeland Security requires American Sign Language and Certified Deaf Interpreter services to be provided onsite at 88 field office locations across the continental United States. There is no incumbent for this new contract requirement. Interpreters must complete background and security checks by the Office of Security and Integrity prior to beginning work. The agency intends to make a single award fixed price purchase order and will evaluate proposals using lowest price technically acceptable criteria. Vendors must provide alternate interpreters within a timeframe determined on a case by case basis if the primary interpreter cannot fulfill an assignment. Billing will be in 30 minute increments once a two hour minimum per appointment is exceeded. The total travel budget is $233,000.

The SOW indicates awardee is responsible for providing an alternate interpreter if there is a "no show". If the primary interpreter fails to provide services, is there a time allotted or given for the alternate replacement to show? If so, what is the time frame? Likewise, if the place of interpretation is out of state, what is the time frame allotted for the replace to show?
Attachment 3.2 ‐ Statement of Work Section 3 ‐ Scope 1
The time allotted would be decided on a case by case basis. The program would take into account when notice was received of the interpreter's failure to report, the timing of the scheduled appointments, etc. As USCIS is requesting interpreters for locations in multiple states in the continental U.S., many of the locations requiring services would be deemed "out of state" in relation to the physical location of the vendor.
