SALIENT CHARACTERISTICS & LABOR CATEGORY
DESCRIPTIONS
The DHS Salient Characteristics and Labor Category Descriptions shall be used in accordance with Attachment 1, ITVAR Pricing Schedule. Due to the rapid pace technology changes, these requirements are current as of the date solicitation amendment 0009 was issued.
Unless otherwise stated, offerors’ proposed specifications shall be current as of the date proposals are due. If a specification listed is out of date, the offeror shall propose the most currently available technology and explain that updated technology is being proposed in the Attachment 9 Crosswalk.
This is a sample list of products. Requirements and specifications will vary at the delivery order level.

1. Small Form Factor Device: Portable, mobile computing devices with a display screen that provide an interface for viewing and processing data that can be transported for normal human-computer interaction.
1.1 Notebook/Portable Workstations
1.1.1 2 in 1 Notebook
The offeror shall propose a 2 in 1 Notebook in accordance with the Government-wide Strategic Solutions (GSS) Rev 8 (or latest version) Lightweight Notebook configuration with additional DHS specifications. The additional DHS specifications are provided below:
Additional DHS Requirements:
• Highest level industry standard processor (e.g Intel, AMD) that conforms with solicitation supply chain and information technology security requirements.
• Processor and chipset support for Operating System Trusted Boot & UEFI Secure Boot, ISO/IEC 19678:2015 (formerly NIST 800-147) compliant to current version as of date of deployment.
• Windows XX Enterprise Version (as of 10/4/22 Windows 11 Enterprise, Version 21H2 OS Build 22000.978). Version will vary at time of equipment deployment based on DHS policies.
• Memory minimum 32GB or better
• 512GB or better internal Solid State Drive (SSD: minimum 2 years or better rated life span)
• 2-in-1- Laptop/Tablet Convertible
• 12” or better Touch Screen (fast response)
• HD Compatible
• Integrated FIPS-201 Approved Smart Card Reader

The offeror shall propose a Standard Notebook in accordance the Government-wide Strategic Solutions (GSS) Rev 8 (or latest version) Notebook configuration with additional DHS specifications. The additional DHS specifications are provided below:

Furnished with an OEM Windows client license to be utilized under the Microsoft Software Assurance on the DHS Microsoft Enterprise Agreement
• Minimum 16GB (2x8GB) 2133 DDR4, expandable
• Minimum 500GB internal Solid State Drive (SSD: minimum 2 years or better rated life span)
• Maximum 14” Screen
• Integrated FIPS-201 Approved Smart Card Reader
• Internal Lithium Ion battery with a minimum of 11 hours of operations
• Graphics controller (vendor proposed)
• Provide direct manufacturer assistance to the Image lab in the integration of the proposed hardware into the Windows images.
• BIOS that supports Remote Security Management (Intel vPro or AMD DASH)
• Minimum of Display Port (DP) Connection or adaptor to DP

1.1.3 Advanced Notebook
The offeror shall propose an Advanced Notebook in accordance with the Government-wide Strategic Solutions (GSS) Rev 8 (or latest version) Performance Notebook configuration. There are no additional DHS specifications at the time of solicitation. Additional specifications may be required and identified at the delivery order level.
2. Static Device: A computing device, equipment storage system, or visual display device that remains in a permanent location and is not transported for normal business functions.
2.1 Stand-alone Workstations
2.1.1 Advanced Workstation
This workstation is intended to support sophisticated graphics, complex data analyses, and systems development. The primary considerations are processor speed, graphics capabilities, data analysis, systems development, RAM/ROM/ storage memory requirements, and the ability to upgrade peripherals as needed, not energy use and physical size.
The offeror shall propose an Advanced Workstation in accordance with the Government-wide Strategic Solutions (GSS) Rev 8 (or latest version) Performance Desktop configuration. There are no additional DHS specifications at the time of solicitation. Additional specifications may be required and identified at the delivery order level.
2.1.2 Standard Workstation
The offeror shall propose a Standard Workstation in accordance with the GSS rev 8 (or latest version) Desktop configuration. There are no additional DHS specifications at the time of solicitation. Additional specifications may be required and identified at the delivery order level.
2.1.3 Micro Workstation
The offeror shall propose a Micro Workstation in accordance with the GSS rev 8 (or latest version) Desktop SFF configuration. There are no additional DHS specifications at the time of solicitation. Additional specifications may be required and identified at the delivery order level.
3. Domain Device: A device/capability that provides information technology service management for the optimization, administration and security of data, voice, and video transmission, and all interrelated interfaces to support network and application protocols and processing, storing, replication, recovering, monitoring, and auditing of all information system processes.
3.1 Converged Infrastructure
These requirements reflect DHS specifications.
3.1.1 Large Processor:

5. The Pricing Matrix for this IDIQ contract requires labor rates for both onsite (Contractor) and offsite (Government-based) efforts. 5.1 Tier I/Level I Support
This is the initial support level responsible for basic customer issues or basic level technical support functions. A Tier I specialist shall be able to determine the customer’s issue by analyzing the symptoms and figuring out the underlying problem.
Support under Tier I may include, but is not limited to: basic troubleshooting issues such as resolving username and password problems, installing (uninstalling/reinstalling) of basic hardware and software applications, verifying proper hardware and software set up, understanding basic network configurations and user requirements, and end-user training.
