DESCRIPTIONS
The DHS Salient Characteristics and Labor Category Descriptions shall be used in accordance with Attachment 1, ITVAR Pricing Schedule. Due to the rapid pace technology changes, these requirements are current as of the date solicitation amendment
0013 0014 was issued.
Unless otherwise stated, offerors’ proposed specifications shall be current as of the date proposals are due. If a specification listed is out of date, the offeror shall propose the most currently available technology and explain that updated technology is being proposed in the Attachment 9 Crosswalk.

1. Small Form Factor Device: Portable, mobile computing devices with a display screen that provide an interface for viewing and processing data that can be transported for normal human-computer interaction.
1.1 Notebook/Portable Workstations
1.1.1 2 in 1 Notebook
The offeror shall propose a 2 in 1 Notebook in accordance with the DHS specifications provided below:
• The processor shall be, at a minimum no older than 19 months old from the date of production. The processor shall also be industry standard and conform with
FirstSource III IDIQ contract supply chain and information technology security requirements.
• Processor and chipset support for Operating System Trusted Boot & UEFI Secure
Boot, ISO/IEC 19678:2015 (formerly NIST 800-147) compliant to current version as of date of deployment.
• Minimum Windows 11 Version build 21H2 or newer.
• Memory minimum 32GB or better
• 512GB or better internal solid-state Drive (SSD: minimum 2 years or better rated life span)
• 2-in-1- Laptop/Tablet Convertible
• 12” or better Touch Screen (60hz or better)
• Minimum resolution required is 1280 x 1024
• Integrated FIPS-201 Compliant Smart Card Reader
• Internal Lithium battery or other battery types with a minimum of 11 hours of operations
• Integrated webcam with microphone
• IEEE 802.11ax; including Gigabit Ethernet protocol or better
• 4G or better SIM Card Slot, interoperable with current major carriers including support for 5G or newer technologies. eSim is acceptable. Card is required in the device at purchase.

1.1.5 Thin Client
The offeror shall propose a Thin Client in accordance with the DHS specifications

These requirements reflect DHS specifications. The offeror shall propose each Domain
Device in accordance with the specifications provided below.
3.1.1 Large Processor:

5. The Pricing Matrix for this IDIQ contract requires labor rates for both onsite
(Contractor) and offsite (Government-based) efforts. Any VAR services under
FirstSource III must be provided along with all applicable vendor and industry certifications relative to the specific commercial commodities procured under the vehicle.
5.1 Tier I/Level I Support
This is the initial support level responsible for basic customer issues or basic level technical support functions. A Tier I specialist shall be able to determine the customer’s issue by analyzing the symptoms and figuring out the underlying problem.
Support under Tier I may include but is not limited to: basic troubleshooting issues such as resolving username and password problems, installing
(uninstalling/reinstalling) of basic hardware and software applications, verifying proper hardware and software set up, understanding basic network configurations and user requirements, and end-user training.
