About this file
This file contains Questions and Answers (Q&A) related to RFQ 70RSAT26Q00000044, a service maintenance agreement for Access Control, CCTV, and Intrusion Detection Systems for the DHS National Urban Security Technology Laboratory (NUSTL).
The RFQ is a 100% set-aside for small business and Women Owned-Small Business (WOSB), with a one-year base period and four one-year option periods under a Firm Fixed Price (FFP) contract type. Responses must include proof of authorized reseller status from Lenel Systems International, videoNEXT, and Bosch. Key clarifications from the Q&A address maintenance scope: contractors will maintain only the existing pool of loaner equipment and are not responsible for procuring replacement equipment. Regarding pricing, offerors must separate replacement parts costs from the FFP maintenance pricing, as replacement parts will be procured separately on an as-needed basis. For preventive maintenance inspections, offerors should price for two annual inspections (initial and mid-year), with emergency response services included outside the scheduled inspection framework. The government did not require offerors to include costs for up to four additional preventive maintenance inspections within the FFP pricing.

RFQ 70RSAT26Q00000044 Questions/Government Responses:
1. SF-1449-
0. Please confirm if this is an open total small business set aside or specifically a Women Owned-Small Business (WOSB). Sam.gov lists this as just a small business set aside but the attached SF-1449 lists this as a WOSB. This is a 100% set-aside for small business and Women Owned-Small Business (WOSB).
1. For Attachment 1A-Equipment list-
1. Should the solicitation response include proof from manufacturers for that equipment as well or is the Government only interested in Lenel Systems International, videoNEXT, and Bosch partnership proof? Response should include proof of authorized reseller status from Lenel Systems International, video NEXT, and Bosch.
1. Page 2-SOW-
2. Damaged/Defective Equipment and Temporary Replacement Equipment
0. Can you please confirm if the Contractor will only maintain the "pool" of loaner equipment or will the Contractor be responsible for procurement of the loaner equipment as part of the maintenance of this pool. The contractor will only maintain the “pool” of loaner equipment.
0. If the Contractor will be responsible for procurement of the loaner equipment, please provide general percentage of equipment of Attachment 1A should be maintained or parameters for maintaining that pool of equipment. N/A
1. Replacement Parts
· The SOW states that all parts are covered under the agreement, but it also references providing replacement parts from the contractor's published price list.
· Can the Government clarify whether replacement parts are intended to be included in the Firm Fixed Price maintenance agreement, or whether replacement parts will be procured separately on an as-needed basis? Replacement parts are not part of the cost for maintenance. We have asked for a separate CLIN to cover equipment costs. Refer to the attached amendment One, reflecting Not to Exceed Pricing.
· If replacement parts are to be purchased separately, should offerors exclude replacement-part costs from their FFP pricing? Yes, it should be separated.
1. Preventive Maintenance Inspections The SOW requires an initial inspection and a mid-year inspection and also states that two additional preventive maintenance inspections may occur during each contract year.
For pricing purposes, should offerors include:
• Two preventive maintenance inspections per year (initial and mid-year) NUSTL is only requesting 2 inspections annually.
or,
• Up to four preventive maintenance inspections per year within the FFP pricing?
Two inspections, but emergency response should be included outside of the inspections.
