Incentivizing Innovation

S&T’s Programmatic Tools and Contract Mechanisms to Develop Innovative Homeland Security Technologies

Long Range Broad Agency Announcement (LRBAA) & Targeted BAA Prize Competitions Small Business Innovation Research (SBIR) Program Silicon Valley Innovation Program (SVIP)

Broad Agency Announcement Broad Agency Announcements (BAAs) are solicitations that can contain multiple topics that allow for flexibility of the offeror’s response A mechanism for S&T’s R&D programs to gain access to original, state-of-the-art, basic and applied research proposals Facilitates scientific community’s ability to recommend atypical solutions Supports the submission of more relevant, high-quality proposals and reduces average time to award Allows for closer collaboration with DHS Components and industry

DHS S&T Long Range Broad Agency Announcement (LRBAA) is a standing, open invitation with topics that are generally very broad. Submissions are accepted to the advertised topics at any time, during the 5 year period that the solicitation is open. LRBAAs are often used for ongoing areas of need that support the DHS overarching mission areas.

DHS S&T Targeted BAAs are often slightly more defined than an LRBAA topic. The targeted BAA only accepts submissions during open calls. There is a more structured submission process with predetermined white paper and proposal due dates. Targeted BAAs are often used when there is a need that has not been met and there is a programmatic requirement to find and purpose a solution within a scheduled timeframe.

Long Range Broad Agency Announcement (LRBAA)
