B. PURPOSE
B.1 Description of Existing System
B.1.1 The Video Surveillance System (VSS) for the William Kenzo Nakamura Federal
Courthouse has 57 analog cameras installed throughout the interior and exterior of the facility. The VSS current camera system is owned and maintained by the U.S. Marshals Service. 13 of the 57 cameras are exterior cameras. This SOW will be for only the replacement of the exterior cameras. The U.S. Marshals Service has a maintenance contract. The VSS is monitored and controlled by Court Security Officers (CSOs) at four different locations during business hours and at the 5th Avenue entrance by FPS Protective Security Officers (PSO) afterhours. VSS coverage consists of screening checkpoints, exits, loading docks, lobbies, facility perimeter, parking areas, sensitive interior areas, pedestrian, and vehicle entrances and exits as recommended by the ISC.
B.1.2 The existing Bosch NVR and workstation are technologically obsolete and the version of Bosch Video Management Software for viewing the cameras is very outdated. The Bosch workstations do not meet the manufacture’s minimum specifications which results in viewing lag time when multiple cameras are up at the same time.
B.1.3 The existing cameras provide subpar image resolution and quality, making it difficult to identify activity inside and around the courthouse, especially in low light conditions. This degradation hampers real-time monitoring, recording of incidents, and post-incident investigation. The cameras produce grainy and washed-out images, making it difficult to detect and identify criminal or suspicious activity near the facility due to their age.
B.2 Description of New System
B.2.1 The U.S. Marshals Service will retain ownership and maintenance of their existing recording equipment, workstations, and interior cameras, with no replacements planned for their equipment. The Contractor is not to touch the U.S. Marshals Service equipment without prior approval from the FPS Project Manager.
B.2.2 Any work affecting agency workspaces within the courthouse must be coordinated with the FPS Project Manager 72 hours in advance.
B.2.3 This SOW (CLIN 0001 Equipment and Installation) covers the FPS responsible equipment which includes the purchase and installation of a new NVR/server with 288TB of storage, four workstations, a master network time protocol GPS time server, PoE, monitors, switches, UPS, and racks. It involves upgrading 10 of the 13 existing outdated analog PTZ exterior cameras to 4K IP PTZ with built-in IR cameras, replacing the fixed camera at the 6th Avenue entrance with a 20 MP IP multi-sensor camera with built-in IR, and replacing the PTZ cameras at the sallyport entrance and parking garage with 20 MP IR multi-sensor cameras. Additionally, four new exterior 20 MP IP multi-sensor cameras with built-in IR will be added (four of five on existing poles). Add one fixed 8MP IP with built-in IR to the pole above the parking garage entrance. The contractor will box and return all removed cameras, dispose of existing coax cable, and install new Ethernet
70RFPW25QWA000008 AM0002 ATTACHMENT A Page 9 of 78
DRAFT For Official Use Only (FOUO) 6 network cabling (CAT 6a UL listed) to all camera locations. Contractor to provide network surge protection on all exterior cameras. Necessary appurtenances for a fully functional IP-based video surveillance system will also be purchased and installed.
B.2.4 The contractor is responsible for adding electrical outlets at all monitoring locations for the new contractor provided VSS equipment. The current outlets are overloaded with power strips. At the control center rack location, two dedicated 120-volt, 30-amp outlets on generator emergency power are required. At each of the other three locations, add a duplex 120-volt, 20-amp outlets. The 5th Avenue Entrance shall be on generator emergency power. The other two locations can be on either generator emergency power and/or UPS power. NOTE: Equipment on only UPS power shall have at least minimum of four hours of UPS runtime. Equipment connected to generator emergency power shall also have a minimum of 15 minutes of UPS runtime. New power for the rack/enclosures/cabinets needs to be inside of the enclosures. All costs for adding electrical outlets and/or UPS shall be included in the contractor's proposal. The awarded contractor shall provide redline electrical drawings to the GSA Electrical Engineer for approval prior to installing any electrical outlets. Any unapproved electrical work requiring removal or corrective action will be at the contractor's expense. Federal property does not require permits from the city.
B.2.5 The contractor is responsible for modifying the tops of exterior camera poles by rotating mounts 180 degrees to improve view angles around trees. The contractor must verify all camera views on the poles with the FPS Project Manager prior to installation to minimize obstructions from trees. All costs for these modifications must be included in the contractor's proposal.
B.2.6 (CLIN 0002 Government Option) Install a panoramic camera to view inside of the exterior tunnel. The camera must be flush mounted to the concrete lid. The Contractor is responsible for any necessary trenching. The contractor shall core through the roof of the tunnel and provide waterproof conduit from the penetration in the lid back directly to the nearest pole to utilize the existing raceway to inside the building. No boxes shall be used in the landscaping. The conduit shall be waterproof. Contractor to patch any trenched area with likewise material. The Contractor to include all trenching and conduit costs on a separate line item with their proposal. The Contractor is to also include all patching of trenched area (include type of material used) on a separate line item with their proposal. Prior to do any trenching (digging) the Contractor will coordinate the FPS PM and GSA Property Manager. Contractor shall include with their proposal a diagram and explanation on how they plan to seal the penetration to the concrete lid to prevent leaks to the roof and/or from water getting inside the camera.
B.2.7 The contractor is responsible for determining if a lift is needed for certain camera locations. If needed, it shall be included as a separate line item in their proposal. The contractor shall notify the FPS PM 24 hours in advance of the lift's arrival. The government is not responsible for the lift while on-site. The contractor is responsible for scheduling, delivery, and removal of the lift. If a lift is later determined to be needed but was not included in the proposal, it will be at the contractor's expense. The contractor

DRAFT For Official Use Only (FOUO) 7 shall follow OSHA guidelines and provide their own safety equipment. There is no place to store a lift.
B.2.8 The new contractor-provided switches must be connected to the new contractor-provided
UPS. All IP cameras shall be powered via a PoE switch with at least four hours of UPS runtime or a minimum of 15 minutes of UPS runtime when connected to generator-powered outlets.
B.2.9 All CAT 6a cable runs shall not exceed 270 feet. Contractor to provide network surge protection on all exterior cameras. The contractor shall install the necessary number of extenders to ensure each wire run between devices stays under 270 feet.
B.2.10 New cabling must be tested to ensure it conforms to ANSI/TIA/EIA-568-B standards.
The testing device should be a Fluke DTX-1800 or equivalent, capable of saving results.
These results must be printed and provided to the FPS PM.
B.2.11 All PoE midspan extenders must provide 1 gig speed and meet IEEE802.3af PoE (15) and IEEE 802.3 at PoE Plus (2-event signature) (25-30W) IEEE 802.3bt PoE (to 90W+, non LLDP) standard. If any PoE extenders are used, they must be powered by the system UPS and shall not be mounted outside the courthouse for security reasons.
B.2.12 The contractor shall provide a drawing with their proposal showing the approximate wire lengths to all cameras. Additionally, the drawing should include the locations of the PoE midspan extenders, either on the same drawing or on a separate one if necessary.
B.2.13 The Contractor shall provide and install a network monitoring tool to monitor network availability and bandwidth usage, apply firmware updates, as well as various other network parameters such as quality of service, memory load, and CPU usage. Contractor shall list this as its own line item. See next paragraph B.2.14 reference non-recurring cost.
B.2.14 All licenses, firmware, monitoring tools, and software fees are non-recurring. The VMS software license must include free upgrades to all future versions with no additional or recurring fees. There should be no extra licensing fees beyond the initial cost. If the hardware running the VMS solution reaches end-of-life, the government can transfer the licenses to new hardware at no cost. The contractor must provide confirmation on manufacturer letterhead that they are both trained on the proposed VMS platform (at minimum expert level) and that the VMS software meets these requirements with no additional costs or recurring fees.
B.2.15 No patch panels or surface mount boxes are allowed. Each camera must have a dedicated wire run directly to a switch. Each workstation shall also have a dedicated wire run.
B.2.16 The contractor is responsible for determining the best location for installing new switches. If switches are not installed in the contractor-provided rack, the contractor must purchase and install a cabinet that can hold the switch and UPS, ensuring all cabinet doors
