A. BACKGROUND
The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.
The following Statement of Work (SOW) and guidelines have been developed by the Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.
The 911 Federal Building is currently undergoing a seismic upgrade project (current estimated substantial completion date is July 2023) which includes the installation of concrete shear walls and other structural upgrades throughout the facility, including areas near the existing VSS headend location as well as a few camera locations. The VSS Contractor shall not work in these areas at the same time as the General Services Administration’s (GSA) seismic contractor unless approved by the FPS Project Manager (FPS PM). After award, the Contractor must attend an in-person pre-installation meeting with the FPS PM. The Contractor may be required to attend other meetings (in-person and/or teleconference) during the install with the FPS PM. In general, for bidding purposes, the wiring raceways to and from equipment and cameras should not be affected by the seismic project. However, pathways through or around the shear walls or other seismic structural elements must be coordinated with the FPS PM. To permit some flexibility with possible equipment movement(s), the FPS PM may ask for some service loops at equipment locations. If the VSS Contractor determines there is a need for a pathway through a shear wall or other structural element, they must request and coordinate that through the FPS PM. The Contractor shall remove all existing coax to the cameras that are being replaced. The Contractor is responsible for determining the best pathway and installing appropriate cabling to all equipment. The Contractor must limit network runs to 85% of cable manufacture recommended maximum distance specs. All network wiring must be clearly identified, certified and tested for
RFQ #70RFPW22QWA000004
bandwidth and distance. Tester shall be a Fluke DTX-1800 or equivalent with ability to save results; those results shall be printed and provided to the FPS PM.
B. PURPOSE
B.1 Place of Performance
B.1.1 The place of performance is at the 911 Federal Building at 911 NE 11th Avenue
Portland, OR 97232.
B.2 Requirements
This SOW consists of a base requirement and two optional items. Both the base and optional items shall be included in the contractor’s proposal. The Base and the two Optional Requirements shall be separate contract line items (CLINS) in the proposal submitted by the contractor. The Government reserves the right to award one of the optional items, both of the optional items, or to make no award of the optional items if determined that it is not in the Government’s best interest. The Government will evaluate the total price for the basic requirement together with any optional quantity items at the time of award. (FAR 52.217-4).
B.3 Description of Existing Systems
B.3.1 The Video Survellance System (VSS) existing system at the 911 Federal Building consists of a Server, Workstation with VideoXpert Professional, two 26 port Power over Ethernet (PoE) switches, two 16 channel encoders, uninterruptible power supply (UPS), and 24u rack with fan. There are a total of 27 cameras on the system but they will not all be replaced. Of the 27 cameras on the system seven of them are Pelco IP cameras (won’t be replaced), four belong to another agency within the complex (won’t be replaced), and 16 of them are Pelco analog cameras (will be replaced). Note: For the cameras that are not being replaced, the Contractor shall connect them to the new system. These cameras are not dipicted on the drawing (Attachment 1 First Floor and Basement drawings) showing replaced and new camera locations.
B.4 Description of New VSS (Base Requirement)
B.4.1 This SOW states the requirements for the purchase, installation and programming for a new Network Video Recorder (NVR) Server, workstation, switches, 23 new internet protocol (IP) cameras, and three monitors. Workstation with VideoXpert Professional was on the old system. The new contractor provided system shall have a NVR/server with Video Management System (VMS). The Contractor is providing 23 new cameras.
(see Section B.4.12). The Contractor is to also connect the seven IP cameras on the current system (see Section B.4.13) and the four cameras that belong to another agency (see Section B.4.14). In addition to the cameras, this SOW includes the requirements for the following: camera mounts where needed, camera licenses and all appurtenances necessary to connect the new cameras to the new NVR for a fully
RFQ #70RFPW22QWA000004
functional IP VSS. The VSS shall monitor vehicle traffic, personnel entry, emergency exits, and the exterior perimeter of the facility.
B.4.2 The existing workstation will no longer be used. The new Contractor provided workstation shall be located where the existing workstation is located inside the rack in the electrical closet. Contractor shall supply all cabling/hardware/peripherals to operate the system at the PSO desk located on the other side of the electrical closet wall.
B.4.3 In order to alleviate future maintenance/warranty issues the new Contractor provided
NVR/Server, workstation and cameras shall all be from the same manufacture.
B.4.4 All licenses, firmware and software fees shall be non-recurring. In addition to adding the new cameras to the new system, the contractor shall connect all cameras that are not being replaced and those that belong to another agency that only can be viewed to the new system. If additional licenses, software, firmware are required to make them viewable, controllable and recorded the Contractor shall purchase and install them.
B.4.5 When installing the new cameras, the Contractor shall mount all cameras using the manufacturer’s hardware so that the camera is in a horizonal plane. When mounting on a wall the Contractor shall use the manufacturer’s wall mount. When mounting on the ceiling the Contractor shall use the manufacturer’s pendant or ceiling mount. If the Contractor has any questions/concerns on how a particular camera should be mounted, the Contractor shall work with the FPS Project Manager (PM).
B.4.6 The contractor shall remove and haul away all old wiring. The old NVR/Server, workstation, switches, cameras and mounts shall be boxed up and turned over to the FPS Project Manager. All disposed equipment shall be disposed of in a proper, acceptable manner in accordance with all federal, state and local laws and regulations from the job site. The contractor shall include this cost in their proposal.
B.4.7 Unless otherwise noted the new cameras shall be mounted in a manner using the existing holes. If the existing holes are not used it shall be the contractor’s responsibility to patch the holes.
B.4.8 The Contractor shall remove all existing coax to the cameras that are being replaced. It is the Contractor’s responsibility to determine the best cabling route to and from all VSS equipment. The Contractor must limit network runs to 85% of cable manufacture recommended maximum distance specs. If the Contractor determines core drilling is required at any location, the Contractor shall get approval from the FPS Project Manager prior to doing any core drilling.
B.4.9 The contractor shall ensure the 911 UPS can handle the additional load and maintain the four hour minimum requirement run time to support the additional equipment. The contractor shall provide the necessary upgrades to maintain the four (4) hour runtime. The Contractor shall include load calculations for each UPS
