Will this contract require local Maryland security guard licensing or are Federal PSO Officers waived from holding State licensing? There are no waivers. In accordance with SOW Section 4.2.1 Contractor shall obtain, possess and maintain state and/or local requirements except where precluded by local law ordinance prior to commencement of work under this contract.

Is there an NWDTP certified Instructor on the current contract? Yes.
Is the Post Tracking System (PTS) currently in use at all buildings? If not, when does the Government anticipate the new Post Tracking System (PTS) will become active on this contract? PTS is currently being used at all buildings/posts under the current contract. PTS is expected to be fully implemented under the follow-on contract at the start of performance which is scheduled to be 02/01/2024 at the time of this amendment. See Revised Post Exhibit, Tab Titled Post Quantities and Revised Exhibit 10 provided with Amendment 0009 for required PTS quantities for all buildings/posts under the follow on requirement.
The PTS Tablet count on Sheet 2 of the Post exhibit shows a Zero for buildings MD1070 and MD1142. Is this correct? If so, is PTS not required for these two buildings? This was an error. Amendment 0005 revised the Post Exhibit, Tab Titled PTS Quantities to reflect correct PTS quantities for these buildings.
Will the government confirm that radios are not needed? In accordance with Exhibit 10, Contractor Furnished Equipment, of the SOW radios are not required.
What is the current utilized brand of boots? Vendor selects the brand of boot PSOs wear (provided it meets the specification in Exhibit 10

Are firearms required to be stored on site or are PSOs required to take weapons home after shift? If storing on-site, will the Government indicate which locations and provide storage space for weapons and ammo? PSOs take their assigned weapons home daily. There is no on site storage at buildings on this contract. Please refer to Section 4.3.2 of the SOW which states "PSOs are authorized to travel to and from duty stations armed, with assigned duty weapon(s) unless prohibited by state and local law. It is the contractor’s responsibility for getting the weapons to the PSO’s work site if the transporting of weapons is prohibited by state and/or local law."
Are the incumbents considered to be medical qualified per the current standard and per the standard listed in the SOW? Incumbent employees are medically qualified in accordance with the requirements of the current contract. The current contract requires PSOs to undergo a medical and physical exam every (5) years. It is the responsibility of the awarded offeror to ensure all employees are medically qualified in accordance with the RFP/follow on contract requirements prior to standing post
Attachment 2a, Post Exhibit, Row 21, between MD0055 and MD0480 is blank except for post start and end date. Is this intentional? This was an error. Please see Amendment 0005. Amendment 0005 revised the Post Exhibit to remove the empty space.
The Union Local Description is missing for some employees on the seniority list. However, it appears that all FPS MD Main PSOs are in 555 SPFPA and all FPS Wabash PSOs are in Wabash USOA. Please confirm. Amendment 0009 provides an updated and more current version of the Seniority List with no empty spaces.
The SF1449 includes a CLIN for Wabash Supervision. The post exhibit includes two Supervisor Posts at Wabash Ave. However, it also lists a Supervisor/Patrol post at building MD 0055. Is the cost of this supervisor to be included in the Att 6 Supervisor worksheet and in the SF 1449 Wabash Supervisor CLIN? The prescribed supervision for the Fallon Building, Building MD0055 was omitted from Attachment 6, Price Element Breakdown, and the SF 1449 of the RFP in error. See Amendment 0003. The SF 1449 pricing schedule and Attachment 6, Price Element Breakdown, were revised via Amendment 0003 to add new CLINs to the SF 1449 Pricing Schedule for the prescribed supervision at the Fallon Building MD0055 and added a new tab to the Attachment 6, Price Element Breakdown titled “Fallon Supervision".
Page 99 of the SOW between 6.7.3.3.2 and 6.7.4.1.7 is blank. This extra space/page is an error and will be deleted from the SOW at the time of award.
ls it permissible for Supervisors to perform contract-related administrative duties, such as PSO scheduling, PSO Master training spreadsheet, 139 reconciliation and other admin type duties that are typically performed by an Administrative Assistant assigned to the contract? Supervisors are not necessarily prohibited from performing some administrative type duties. In accordance with the Contingency Pricing Language on Page 16 and 17 of the RFP, The Agency considers the Supervisors to be personnel that perform purely management and/or supervisory job duties and functions not covered by the Service Contract Labor Standards statute. Offerors are cautioned that if they believe a proposed employee will be performing work such that the employee would be covered by the Service Contract Labor Standards statute, offerors may not include such an employee in their Supervisor count under the management approach section of their technical proposals or Attachment 8, Field Level Supervision Exhibit, of this solicitation. These sections of the solicitation are reserved for identifying Supervisor employees performing management/supervisory work that are not covered by the Service Contract Labor Standards statute. To the extent that an offeror proposes Supervisor employees in response to the management approach section or Attachment 8 of this solicitation and any of those employees perform Service Contract Labor Standards statute type covered work as opposed to the proposed management/supervisory work such that the employee could be considered a Service Contract Labor Standard statute covered employee, the Agency will consider this a breach of contract and no adjustment will be provided for increased costs for such employees under FAR 52.222-43 or any other contract provision or principle.
Are there any staffing shortage issues or concerns on the current contract? The Government cannot comment on the incumbent contractor’s performance or current staffing.
Is the level of effort reflected in the RFP the same level of effort that is currently being performed by the incumbent guard force? The requirements are essentially the same with the exception of the prescribed supervision at the Fallon Building and new Posts for the Transportation Security Administration.
Would the government provide the number of TAS and ESS hours performed in each of the last 5 years? TAS - Approximately 7,000 hours annually ESS - Approximately 0 hours annually. This information is in no way a representation of the amount of TAS and ESS hours that may be ordered under the instant requirement. Please refer to RFP page 19, Section E, paragraph 1 (b) for the definition of TAS. The Government anticipates that approximately 1% of the maximum hours solicited will be for TAS.
Are the supervisors on the post exhibit the only supervisory hours? Only the Government prescribed supervision for Buildings MD0055 and MD1085 are listed on the Post Exhibit. In accordance with RFP pg. 472, Section 2 Management Approach, Paragraph A(1)(a), offerors shall complete Att. 8, Field Level Supervision Exhibit, clearly delineating and establishing the minimum level of field/onsite supervision the offeror shall provide for all other locations.
Are the current PSOs and Supervisors trained to the NWDTP standards in the solicitation? All incumbent PSOs assigned to screening posts and incumbent Supervisors that oversee screening posts are trained to the NWDTP standards contained within the current contract. It is the responsibility of the awarded offeror to ensure any PSO assigned to a screening post or Supervisor that oversees a screening post is certified/qualified in accordance with the NWDTP requirements contained within the instant requirement by performance start date.
Will the current contractor employees be fully qualified in terms of training completion, weapons qualification and medical evaultions, by contract start date? Incumbent employees are currently certified/qualified in accordance with the training, weapons qualifications and medical evaluation requirements of the current contract. It is the responsibility of the awarded offeror to ensure all employees are certified/qualified in accordance with the RFP/follow on contract requirements prior to PSOs standing post.
Will the Government please clarify if there are any additional stakeholder agency specific clearance or training/orientation requirements that are not noted in the solicitation? Amendment 0005 revised Exhibit 9b, Other Training, to incorporate site specific training for TSA Annapolis Junction MD and remove requirements for site specific training at SSA District Offices and IRS TAC Assistance Center (TAC). All other agency specific clearance and training/orientation requirements are contained in the revised exhibit 9b and the RFP.
Is vehicle screening required at any of the access control posts? If so, is the vehicle screening equipment provided by the government? See revised post exhibit provided with Amendment 0005. The revised post exhibit reflects the Access Control Posts requiring Vehicle Screening under “Post Types.” Amendment 0009 revises Exhibit 11A, Government Provided Supplementary Equipment. Vehicle screening equipment will be provided by the government (TSA and FBI) as reflected on revised Exhibit 11A Government Provided Supplementary Equipment.
Exhibit 10 also requires One (1) SUV for 3 buildings in the Woodlawn area (MD1008, MD1070, and MD0509). Does Post 1 (Patrol and Response) at MD1008 patrol all three buildings? Yes.
Exhibit 10 requires Three (3) SUVs for MD1055. According to the Post Exhibit, this building only includes 4 posts, two of which are Access Control - Personnel at the Entrance. What are the purposes of the three SUVs at this building? To cover and provide patrol and response to the FEMA complex per SOW exhibit 10.
How many days a week are the vehicles in Exhibit 10 used? 7 days a week at MD1055 and 7 days a week for Woodlawn (Buildings MD1008, MD0509 and MD1070). Exhibit 10 has been updated to reflect days per week in addition to mileage with Amendment 0009.
The post exhibit indicates that a relief security officer is required at all sites/posts any time the assigned officer goes on break. Given the remote nature of some of the posts, will FPS confirm that all offerors are to plan for and account for the costs of providing a relief officer, even at remote post locations? Yes, all PSO posts require relief.
Does the current incumbent contract also have the same requirement and provide the same relief as required in the current solicitation? Yes, all PSO posts require relief under the current effort.
Will the government please confirm that the incumbent contract training requirements are identical to the training requirements outlined in the solicitation? If they are not identical, will the government please provide the differences in training between the incumbent contract and the RFP requirements so offerors may account for both transition training requirements and associated costs? The only addition is the speclializd training for the TSA requirement. Additionally, there is a slight change in the SOW provided with the RFP when compared to the current requirement. Under RFP SOW Section 6.7.3, NWDTP Instructor Training and Certification Requirements, paragraph 6.7.3.1.1.3 states "The additional thirty‐two (32) hours of training shall consist of sixteen (16) hours of co-teaching the NWDTP curriculum with a certified FPS NWDTP Instructor and sixteen (16) hours of observation by another certified contract NWDTP Instructor." Under the previous SOW associated with the current contract, that paragraph states "The additional thirty-two (32) hours of training shall consist of sixteen (16) hours of co-teaching the NWDTP curriculum with a certified FPS NWDTP Instructor and sixteen (16) hours of being observed by a TPD NWDTP Instructor." All other training is the same in the SOW for the current effort and the new requirement.
In the section titled "Addendum to FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services' ', paragraph/section 07 indicates that a "maximum of 120" days will be required for the transition. Given that a transition plan is a required element of the non-price proposal, can the government confirm that transition plans should assume a 120 day transition period? If not, can the government please clarify the duration of the transition period offerors should account for when developing the transition plan? Per section 2.1.1 the SOW, the transition period for this contract is 120 days. Additionally, please reference RFP page 21, Section 7 "Contract Transition and Phase-In".
The SF1449 requires offerors to price "Wabash Supervision" for 4,250 hours. However, the post exhibit indicates that 4,267 hours are required. Can FPS please confirm how many hours of supervision at the Wabash site are required? The quantity associated with the SF1449 is incorrect. 4,267 hours of prescribed supervision is required for Wabash. The SF1449 has been updated to reflect this and was provided under Amendment 0003.
There is an ESS CLIN but no CLIN for TAS services TAS does not have its own CLIN. TAS is included under CLINs 0001, 1001, 2002, 3001 and 4001-PSO Services Throughout the State of Maryland. See also RFP page 19, Section E, definition for PSO Services.
For attachment 2a, will there be a corrected post exhibit? Cells O5, N9, O9, P90, A90 and P109 do not have values. Further Row 21 is blank aside from dates. These cells were left blank in error. Amendment 0005 revised the Post Exhibit to correct this error.
If there are productive breaks and lunches under the CBA, but the Post Exhibit marks the post as relief, does the Government still require a relief officer? Yes, posts cannot be left unmanned. All PSO posts require relief.
Are TAMS currently implemented on the incumbent contract? Yes.
Is the contract currently fully staffed? The Government cannot comment on the incumbent contractor’s performance or current staffing.
Slide 24 of the site visit includes a plan for covering costs in the proposal submission requirements. However, the solicitation does not seem to include this in the price volume instructions. Is the plan for covering costs a proposal submission requirement? No, the plan for covering costs discussed during the pre proposal conference is not a proposal submission requirement. Please see RFP pg. 468 – 479 for Proposal Submission Requirements.
The solicitation lists field level supervision exhibit (attachment 8) as a submission requirement. Will FPS please provide the excel version of attachment 8? Yes. Provided in Amendment 0003.
All posts indicate “Yes” for Relief on Break – Typically in state-wide FPS Post Exhibits, Patrol & Response, Supervisory and single PSO buildings at remote locations do not require a relief officer to break the primary PSO. Will FPS please review the Post Exhibit and clarify the break requirements? All PSO posts require relief per the post exhibit.
Post Exhibit - Building MD1085, Post 5, Location North Entrance: Columns “Hours” and “Calculated Hours” are blank. Should these be “24” and “8,784”? Amendment 0005 revised the Post Exhibit to correct this error. The correct “Hours” and “Calculated Hours” for Building MD1085, Post 5, Location North Entrance is 24 and 8,784.
Building MD0055, Post 14 “Supervisor/Patrol & Response”: Is this a directly billable supervisor post under CLINs 0001, 1001, 2001, 3001 and 4001? No. See response to question #17 above.
Will FPS please confirm buildings MD9934 and MD0464 are (2) distinct buildings and not duplicates? Both buildings list the same address at 938 Elkridge Landing Rd, Linthicum Hghts, 21090 (2 posts) This is for two distinct building on the same street, MD9934 is 938 Elkridge Landing Rd and MD0464 is 939 Elkridge Landing Rd.
SOW Exhibit 10.1 Uniform Requirements - Under the item “Boots” the minimum requirement is “0”. Will FPS please clarify? The quantity of zero was an error. Amendment 0005 revised Exhibit 10, Contractor Provided Equipment, Uniform Requirements to reflect a quantity of “1” for Boots.
SOW Exhibit 10.6 Post Tracking System (PTS) Equipment - Will FPS please clarify the PTS Quantity is 57 units, as listed on Attachment 2a – Post Exhibit worksheet “Sheet2”? Amendment 0005 revised the Post Exhibit, Tab title PTS Quantities to update the quantity for PTS Tablets to reflect 62.
SOW Exhibit 11 Government Provided Equipment - There are 45 XTS 5000 III Radios provided by the Government on this exhibit. First question a) Are the radio accessories also government provided, to include radio holder, batteries, routine maintenance, chargers, base stations? Second question b) For the locations where Government radios are provided, do the PSOs also require a company issued cell phone – (exhibit 10.4 appears to indicate this)? A) Yes, the accessories for the FPS Radios are provided. B) Yes, cell phones still need to be provided to the posts for communication with contract manager and supervisors, and in the event FPS removes the radios from the sites.
Do Offerors include the MD1085 6100 Wabash Supervisor Posts 1 & 22 and MD0055 31 Hopkins Plaza Post 14 “Supervisor/Patrol & Response” on the Field Level Supervision Exhibit – even though they are separately priced under a discrete CLIN series? No. See Response to Question #23 above.
Do supervisory posts require relief? No. Supervisory posts do not require relief. Amendment 0005 revised the Post Exhibit denote supervisory posts do not require relief.
Why is there a separate price breakdown for Wabash and Fallon Supervision? The post exhibit prescribes supervision for Wabash Ave building MD1085 and the Fallon building at 31 Hopkins Plaza Building MD0055. The “Model for Realism Wabash Supv” and "Model for Realism Fallon Supv" worksheets contained in the attachment 6 should be used to develop the bill rates for the Wabash and Fallon supervisory post hours. The bill rates developed on the “Model for Realism Wabash Supv” and "Model for Realism Fallon Supv" worksheets should be the rates priced for CLINS 0003, 1003, 2003, 3003, and 4003 (Wabash) and CLINs 0004, 1004, 2004, 3004 and 4004 (Fallon).
How is the Wabash and Fallon Supervision different than the Supervision for other locations covered by the contract? The supervisory hours identified on the post exhibit for the Wabash Ave building MD1085 and the Fallon building at 31 Hopkins Plaza Building MD0055 are the only supervisory hours directly billable to the contract. The costs for additional supervision proposed on the Attachment 8 – Field Level Supervision Exhibit must be considered when developing the PSO bill rates. The costs for additional supervision should be delineated on the “Non-PSO Positions” worksheet. The costs from the “Non-PSO Positions” worksheet may be allocated between the “Model for Realism PSOs”, “Model for Realism Wabash Supv” and "Model for Realism Fallon Supv" worksheets as the offeror deems appropriate.
Is the Wabash and Fallon supervision subject to the service contract labor standards (i.e. service contract act)? No, supervisory positions are not subject to the service contract labor standards. Therefore, offeror’s should be aware that the supervisory bill rates are not subject to wage adjustments in accordance with FAR 52.222-43. Accordingly, offerors should consider escalation in their pricing of the Wabash and Fallon supervisory bill rates to account for any anticipated increases in wages and fringes. For additional information, see the FAR 52.212-4 addendum Section 04. Prices, Subsection B. Contingency Pricing.
