(&"Arial,Italic"Name of Company&"Arial,Regular") Price Element Breakdown for Solicitation (&"Arial,Italic"RFQ or RFP #&"Arial,Regular") &D
For the purpose of this price breakdown model, these elements should be separately broken out as shown, even if it is the contractor's accounting practice to include these items in their Overhead and/or G&A rate. However, the contractor should reduce their reported Overhead and G&A amounts for the impact of these separately identified price elements to the extent they are already included in their Overhead and G&A. This will ensure that price elements are not duplicated in the breakdown.
Provide written narratives describing the basis of the proposed Wage and Health & Welfare rates, including when weighted averages are used due to multiple applicable wage determinations.
Narrative on the Basis of the Proposed Wage and Health & Welfare Rates
Provide a description of the basis of estimate for the H&W amount proposed in Row 18 as well as a description of any estimates, including the specific cost elements/spreadsheet rows containing those estimates, of any other health and welfare amounts priced into the proposal. For example, if all H&W cost proposed, inclusive of any H&W amounts paid for non-productive time (if applicable), is included in Row 18, then the narrative should describe that all H&W costs are included in Row 18 and how those costs were calculated. However, if for example H&W costs paid for Non-Productive time, if applicable, are included in Rows 22 through 30, then the narrative should clearly describe those Rows that contain costs for H&W and the basis of estimate for those costs.
Narrative on the Basis of Estimate for H&W Costs
The "Cost for Premium Portion of Estimated Overtime Hours" line item (Row 11) is for contractors to input the lump sum premium cost for overtime hours estimated to be worked. These amounts should only represent the premium portion of overtime cost because the basic wages are already included in the Total Regular Wage Direct Labor (Row 10). The Government will not provide SCA price adjustments during contract performance for the premium portion of overtime hours worked. Accordingly, contractors should consider any applicable escalation for the overtime premium portion of the labor costs included in their price proposal. Note, contractors are required to input the percentage of overtime hours compared to productive hours on the "FTEs, Nonproductive Hrs, & OT" worksheet.

Please note that Supervisory positions under this contract are not subject to wage adjustments IAW FAR 52.222-43. Offerors shall price the escalation of supervisory rates at their own discretion.
Note, contractors are required to input the percentage of overtime hours compared to productive hours on the "FTEs, Nonproductive Hrs, & OT" worksheet.

a. Complete the cells shown above in Rows 3 through 6 to detail the amount of (1) Paid Break and/or Lunch hours included in your pricing and (2) Non-Paid Break and/or Lunch hours that the vendor estimates will be provided. Row 7 automatically will compute the total.
b. For Rows 9 and 10 provide the total Paid break and/or Paid lunch costs included in your "Model for Price Realism" worksheet.
c. Input in Row 11 any other costs for providing relief (e.g. Relief Officer travel time between posts) that are not priced elsewhere in the "Model for Realism" (i.e. additional relief costs not included in Row 30 of the "Model for Realism"). See instruction e. below for a description of the narrative requirement identifying which costs elements on the "Model for Realism" include relief costs.
d. Row 13 automatically computes the total cost for Paid Breaks, Lunches, and other costs to provide relief.
e. In the text box below provide a detailed narrative explaining the basis of estimate for paid break/lunch costs (e.g. XX amount of break /lunch time per an 8 hour shift) and other relief costs included in your "Model for Price Realism" worksheet. This narrative shall explain (1) the computations used to determine the paid breaks/lunch costs included in the pricing, (2) the basis of estimate and composition of other costs for providing relief (e.g. wages and fringes paid to XX relief officer(s) for XX travel time between posts), and (3) if applicable, which cost elements from realism worksheets, other than the breaks and lunches line, contain additional costs for paid breaks/lunches and/or relief . Additional worksheet tabs may be added if necessary to provide this requested Relief and Break pricing information.
f. The Total Cost for Paid Breaks, Lunches, and Relief for each period will NOT automatically populate the Relief cells of the realism tabs.
Note - The Government will not provide SCA price adjustments during contract performance for increases in wages and benefits provided for paid lunches and relief associated with paid lunches.

a. The purpose of this worksheet is to provide additional pricing information regarding the Non-PSO Positions that are included in your Firm Fixed Price price build-up. Please note that the costs inputted and calculated above do NOT automatically populate the Non-PSO position cells on the "Model for Price Realism PSOs" or "Model for Realism Wabash Supv" or "Model for Realism Fallon Supv" tabs. Any applicable G&A and profit for the non-PSO positions should be priced on the applicable realism tabls in the G&A and Profit lines.
b. For purposes of this worksheet, full-time equivalent employees equal the number of employees on full-time schedules plus the number of employees on part-time schedules converted to a full-time basis to staff the contract. For instance, if 5,000 hours are quoted for a particular position and on average the annual productive hours of a full time employee for that position is 1800 hours (e.g. 2080 less 80 holiday less 160 vacation leave less 40 sick), the equivalent FTE to staff the labor category is calculated as 5000/1800 = 2.8 FTE. Note that for staffing to an FTE level, a contractor may use a combination of full time and part time employees. This information shall be entered in the applicable cells for each Non-PSO Position category. This information may be used for Government Price Realism evaluation purposes.

Instructions:
In the cells above, input the number of proposed Full Time Equivalent (FTE) PSOs, Vacation Hours per FTE, Sick/Personal Hours Per FTE, Holiday Hours Per FTE, Training Hours per FTE, Guard Mount Hours per FTE, and Percentage of Productive Hours Hours to be Fulfilled through the use of Overtime . These amounts shall correspond to the costs presented on the Model for Price Realism tab. The percentage of Productive Hours to be fulfilled through the use of Overtime is calculated by dividing Productive Overtime Hours by Total Productive Hours. Note, not all of the non-productive hour categories listed above may pertain to your proposal. Accordingly, only input values for those categories that are included in the price build up prepared on the Model for Price Realism spreadsheet.
The input above is based on a pricing strategy that utilizes Full Time Equivalent calculations as a basis of estimate for non-productive hours. If a different pricing strategy was utilized, vendors should alter this spreadsheet to provide similar information based on their unique pricing strategy . The data inputted in this spreadsheet does not automatically populate any other spreadsheet and is not used in any formulas contained in this workbook.
In the text box below, provide a narrative describing the basis of the proposed PSO FTEs , each applicable non-productive hour category, and the percentage of overtime hours. Describe any unique factors that may impact the estimate(s). For example, if the estimates consider certain non-productive hour categories do not pertain to all PSOs (e.g. part time PSOs), then the narrative should clearly explain the impact.
This information may be used for Government Price Realism evaluation purposes.

Instructions for the Price Element Breakdown Template
Introduction
This Price Element Breakdown template is a Microsoft Excel based pricing tool that provides a standardized format for costing a PSO Firm Fixed Price rate. The template was designed to assist contractors in pricing their proposal. Contractors should only complete those cost elements which apply to their proposal. The cost data provided in these worksheets are considered data other than certified cost pricing data as discussed under FAR 15.403-5(b)(2).
Instructions for Completion
1. The Price Element Breakdown file contains five worksheets entitled “Model for Price Realism PSOs”, “Model for Realism Wabash Supv”, “Model for Realism Fallon Supv” “Breaks & Lunches”, “Non-PSO Positions”, and “FTEs, Nonproductive Hrs, & OT”.
2. Provide the name of your company and the solicitation number for your submission in the header section of the “Model for Price Realism PSOs”, “Model for Realism Wabash Supv” and “Model for Realism Fallon Supv” worksheets.
3. The “Model for Realism Wabash Supv” and “Model for Realism Fallon Supv” worksheets are the price element breakdown for the direct bill supervisory hours for buildings MD1085 and MD0055 as prescribed on the post exhibit. The bill rates developed on these worksheets should be the rates proposed for CLINs 0003, 1003, 2003, 3003, and 4003 for MD1085 and CLIN 0004, 1004, 2004, 3004 and 4004 for MD0055.
Offerors should be aware that the superivosry hours identified on the post exhibit are the only supervisory hours directly billable to the contract via the aforementioned CLINs.
Therefore, any additional supervision proposed on the Attachment 8 – Field Level Supervision Exhibit must be considered when developing the bill rates on the “Model for Price Realism PSOs” worksheet and, if applicable, the “Model for Realism Wabash Supv” and “Model for Realism Fallon Supv” worksheets. Costs for additional supervision should also be inputed on the “Non-PSO Positions” worksheet.
4. The “Model for Price Realism PSOs”, “Model for Realism Wabash Supv” and “Model for Realism Fallon Supv” worksheets contains four reference notes near the bottom of the spreadsheet: Note 1 – Rates; Note 2 – Cost for Premium Portion of Estimated Overtime Hours; Note 3 – Health and Welfare; and Note 4 – Fringe Benefits, Non- Productive Time, and Other Direct Element Pricing. These notes provide intructions on completing the “Model for Realism” and, for Notes 1 and 3, require narratives on the bases of estimate for the Rates and Health and Welfare Cost.
5. The offeror shall input the rates, hours, and cost amounts for those line items listed on the “Model for Price Realism PSOs”, “Model for Realism Wabash Supv” and “Model for Realism Fallon Supv” worksheets that apply to the current proposal. Note, the amounts
Attachment 6 - Supplement for “Breaks & Lunches” (Row 30) and “Non-PSO Positions” (Row 74) will not automatically populate when the applicable supporting worksheets are completed. It is the responsibility of each offeror to ensure the costs are correctly added to these worksheets. It is up to the offeror to determine how or if the amounts from the “Breaks & Lunches” and “Non-PSO Positions” worksheets are apportioned to the applicable rows on the “Model for Price Realism PSOs”, “Model for Realism Wabash Supv” and “Model for Realism Fallon Supv” worksheets.
6. Row 10 of the “Model for Price Realism” “Model for Price Realism Supv” and “Model for Realism Fallon Supv” worksheets automatically calculates Total Regular Wage Direct Labor. Total Regular Wage Direct Labor is calculated by multiplying the Regular Hourly Wage Rates Proposed inputted by the offeror in Row 5 by the Total Productive Hours Proposed inputted by the offeror in Row 8.
7. Rows 15, 33, 41, 72, 78, and 82 of the “Model for Price Realism” “Model for Price Realism Supv” and “Model for Realism Fallon Supv” worksheets automatically calculate applicable totals, therefore data should not be inputted into these rows. Row 84 automatically calculates the Firm Fixed Price hour rate applicable to the inputted data;
therefore data should not be inputted into this row.
8. Rows 68-70 provide the option to insert “Other” price elements, which are not included in the standardized listed elements. If including “Other” price elements, insert a description of each element in the applicable worksheet cell. If additional “other” price elements are needed for the breakdown, please insert new rows under Row 70 and list the additional elements.
9. The purpose of the “Breaks & Lunches” worksheet is to provide specific cost data regarding breaks, lunches, and relief that was included in the offeror’s proposal. The “Breaks & Lunches” worksheet provides detailed instructions on completing the worksheet and required narrative on the offeror’s basis of estimate. Note that the narrative requires that the offeror identify which cost elements from the realism worksheets contain the break and relief costs included in each identified element. For example, if the Relief line item from the “Model for Price Realism PSOs” includes $1,000 for paid break costs and $200 for Relief Officer travel, the offeror would identify as such in their narrative. If the wages, taxes, and fringe cost elements include $1,200 for the PSO relief costs, such amounts shall be identified in the narrative. The narrative also requires that the offeror detail the basis of estimate for determining the paid break and/or lunch hours priced into the proposal. The “Breaks & Lunches” worksheet will not automatically populate to the realism worksheets. Offerors should allocate Non-PSO position and Breaks/Lunches (if applicable) costs between the “Model for Price Realism PSOs”, “Model for Realism Wabasah Supv” and “Model for Realism Fallon Supv” worksheets as appropriate. It is also recommended that each offeor provides and explanation on the basis of these allocations.
Attachment 6 - Supplement
10. Cost data for the Non-PSO Positions shall be entered under the “Non-PSO Positions” worksheet as directed by the instructions found on the worksheet. Total costs for the Non-PSO positions identified under the “Non-PSO Positions” worksheet will not automatically populate the realism worksheets.
11. The purpose of the “FTEs & Non-Productive Hours” worksheet is for offerors to provide the Government with additional information concerning the estimated number of Full Time Equivalent (FTE) PSOs and Non-Productive Hours per FTE proposed. The “FTEs & Non-Productive Hours” worksheet contains detailed instructions on inputting the required information. A narrative describing the basis of estimate for the proposed number of FTEs and Non-Productive Hours per FTE is required in the text box provided.
This worksheet is only for informational purposes to assist the Government in understanding offerors’ proposals. The data inputted on the “FTEs & Non-Productive Hours” worksheet does not automatically populate any cells and is not referenced in any formulas in the other worksheets of the “Price Element Breakdown” workbook.
12. Additional worksheets may be provided to explain any calculations, bases of estimate, or other factors/judgments used to determine the pricing amounts in the template.
13. The worksheet is not locked and may be adjusted by the offeror as appropriate.
14. Supervisors under this contract are not subject to increases in accordance with FAR 52.222-43. Each offerer should ensure they price the escalation of supervisory rates at their own discretion.
