VSS Richmond Questions
1. Will the government allow the contractor to use the (2) existing network switch racks in the communications closets on the first floor? The existing CCTV system is currently connected to these racks.
a) Response - If the existing racks are sufficient then they may be reused. The racks must be emptied and cleaned prior to placing new equipment into the existing racks.
2. Will sufficient power be available for the UPS (backup battery) or is the contractor responsible to provide it?
a) Response - Contractor responsible for any and all power requirements.
Coordination with GSA and the building maintenance staff is essential prior to such work commencing.
3. The Bill of Materials specifies (48) SD cards, but there are only (18) cameras. Will the government clarify how many SD cards are needed?
a) Response - Each “head” or sensor of the multi-sensor cameras requires an SD card.
Contractor shall provide an SD card for each available slot on the cameras, to ensure all cameras in the housing have SD cards.
4. It was observed on the site walk that there are several trees obstructing potential camera views. Will the government trim the trees prior to the project execution?
a) Response – The Government will attempt to get trees trimmed, however, this is not a guarantee this will occur and in many locations trimming may not be possible.
5. It was observed on the site walk that the existing cameras are IP cameras. Will the government confirm whether the existing cabling is Cat5 or Cat6?
a) Response - We are unable to confirm cabling currently in place.
6. Section B.2.1: Would the Gov’t clarify the term “Premium”? Is this in reference to the Avigilon Premium line of NVRs? Can the Gov’t confirm only Premium NVRs and/or Servers are to be used?
a) Response - Correct, Avigilon premium NVR’s/Servers or equivalent are the only acceptable version to be used. If an equivalent option is provided, the vendor must provide reasoning why they consider the equipment to be equal to the Avigilon equipment. Failure to provide this information will result in your quote being considered Technically Unacceptable.
7. Please clarify the requirement for (2) NVRs for 18 cameras?
a) Response - This is a redundant server requirement. Both servers will be installed, which will run concurrently, and if a failure occurs on one server, the other continues to function with zero downtime as video is being recorded on both servers at the same time. Any software, programming, etc. to make this occur should be part of your quote.
8. Can the Gov’t confirm that the 1st floor and referenced “Ground Floor” are the same floor?
a) Response – The first floor and ground floor are separate floors.
9. Please clarify the term “low compression”?

a) Response – This is not a FIPS certified installation.
12. Can the Gov’t confirm the system is to be FIPS certified from the manufacturer?
a) Response – This is not required to be FIPS certified installation
13. Can the Gov’t confirm that offerors are not to build an NVR/Server but instead procure an NVR and/or server from a reputable manufacturer? i.e Avigilon
a) Response – A server should be procured as a pre-built solution from a reputable manufacturer.
14. Is there a preferred manufacturer of the system?
a) Response – Avigilon is the preferred manufacturer of the system. An equivalent manufacturer can be quoted; however, if an equivalent option is provided, the vendor must provide reasoning why they consider the equipment to be equal to the Avigilon equipment. Failure to provide this information will result in your quote being considered Technically Unacceptable.
