Quesons & Answers- RFP #70RFP224REC000001
1. Will FPS please advise if Post 12 at Building DC1123 will re-open for service at the beginning of the follow-on Contract (7/1/2024)?
It is ancipated that Post 12 will re-open on 7/1/2024. Please be advised that this is an indefinite delivery, indefinite quanty type contract and task orders will be issued for the actual known service requirements based on the post requirements at that me. See page 10 of Atachment A. Contract Clauses of the RFP, secon 03 Maximum Quanes.
2. How many hours have been ordered for the previous contract per contract period, base and opon years?
The following historical informaon is provided for informaonal purposes and is not a representaon of any future requirements. The PSO hours ordered per task order/annual period are listed below:
Base Year: 127,106 hours Opon Year 1: 150,552 hours Opon Year 2: 148,195.5 hours Opon Year 3: 148,718 hours Opon Year 4: 145,382.5 hours
The Post Exhibit provides the current known service requirements, but the government may order up to the maximum quanes specified in the SF1449 pricing schedule; see page 10 of Atachment A. Contract Clauses of the RFP, secon 03 Maximum Quanes.
Note- The current contract does not have separate CLINS established for Supervisory Hours.
3. The RFP requires contractors to have a SECRET Clearance prior to award. As an unpopulated joint venture, where one partner is cleared, we want to bring forward the following regulaons regarding unpopulated JV clearances to confirm we can submit a compliant response. Reference:
13CFR121.103 (5) - "A joint venture may be awarded a contract requiring a facility security clearance where either the joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work has (have) a facility security clearance".
Given the informaon in 13CFR121.103 along with the conclusion and recommendaon of GAO (InfoPoint - B-419856):
a. Will the government accept the clearance of an SBA MPA SDVOB JV partner (issuing that partner the DD-254) for those posions requiring a cleared individual?
Yes. Also, see paragraph A. of this amendment.
b. If the uncleared JV partners requires clearance, will the government sponsor as indicated in SOW 5.8.4(b)?
Yes.
4. In the inial price review, will the government review the supporng Atachment 6 for understanding of price build up against the cost provided on the SF1449?
If the vendor is referring to the first review of prices if the Proposal Evaluaon Informaon provision on page 2 of Atachment S. Solicitaon Provisions of the RFP is evoked, then that review typically doesn’t include review of Atachment 6 as the RFP states, “The Government will first review the total evaluated price of all proposals received.” When proposals are fully evaluated, Atachment 6 is reviewed. Please refer to pages 8-11 of Atachment S. Solicitaon Provisions of the RFP, Price Proposal.
5. Column J idenfies posts marked with an "x" to indicate required relief. During the Pre-Proposal Conference, it was perceived that all posts required relief. Please confirm that only posts marked with an "x" in Column J requires relief.
The post exhibit is showing which posts require a relief/break officer to ensure there is connuous coverage for the post while a PSO is on their break or meal period. These posts are marked with an “X” on the post exhibit. See also page 67 of Atachment B. SOW Atachment, SOW secon 12.1.2 Breaks of the RFP.
6. In other FPS solicitaons, the Post Exhibits included a "Workdays" column and a "Calculated Hours" column to reflect the required producve hours. These two columns are absent in this Post Exhibit. Would the government include these two columns of informaon to ensure all bidders are using the same number of producve hours? This will prevent bidders from potenally miscalculang the required hours.
No. Please note that based on the number of workdays/calendar days, hours may vary by year.
7. We understand that contractor is responsible to provide gun safes and clearing barrels. Please confirm the government has an adequate storage space in each of the 4 buildings to accommodate storage of firearms, ammunion, and associated equipment.
Confirmed, each facility currently has space to accommodate storage of firearms & ammunion. Under this effort all weapons and ammunion are stored on site. The contractor is responsible for providing weapons safe(s) and clearing barrels. See SOW secon 14.4.2.
8. Based on FPS experience with PTS, is there a computer/tablet/kiosk device that has provided a greater degree of consistent operaonal reliability and minimal funconal downme/issues? If so, please provide device name.
Please refer to Amendment 0001 which updated SOW Exhibit 10 with the latest recommended PTS computer/tablet/kiosk devices which have all been approved/preferred/tested. It will be up to the awardee to decide which PTS device to ulize. Informaon is not available if certain devices have a greater degree of consistent operaonal reliability and minimal funconal downme/issues.
9. Is Supervision based out of the 1800 F Street NW locaon but would be supervising all of the sites?
No. Onsite supervision specified on the post exhibit is specific to each facility. Supervisory posts are indicated by a “S” under the Post Number (e.g., S1, S2, S3 etc.) and/or the informaon under the Post Type column.
10. Can you provide the accessibility to parking around the sites?
No.
11. We understand parking is not provided or paid for by the Government. Is there knowledge of how many Officers currently pay to park?
No.
