Training Academy Management System (TAMS) – New Requirement

FPS requires Contract Companies to use TAMS to manage employment and training related records for all personnel assigned to their contracts. TAMS is an automated, web-based records management platform employed by FPS to promote contract compliance and support Post Tracking System (PTS) requirements. TAMS will be centrally managed by FPS on the Department of Homeland Security (DHS) network to ensure security standards meet or exceed Federal Information Technology (IT) requirements.

TAMS Account Management The Contractor shall assign one (1) employee to each TAMS account established within this contract. This individual will not be assigned as “Key Personnel”. The Contractor is responsible for ensuring all TAMS accounts remain active throughout the contract performance period.

TAMS Account Training TAMS RMT is an eight (8) hour block of instruction delivered via webinar or mobile training team. RMT is a one-time requirement. Personnel who complete RMT will be issued a TAMS Record Management Certification.

Records Accountability TAMS is FPS’ system of record for PSO training requirements as defined within the National Statement of Work (NSOW). The Contractor is responsible for maintaining accountability of records once they have been assigned.

Post Tracking System (PTS) – New Requirement

The Post Tracking System is a Time and Attendance tool that validates PSO data and post exhibits to certify a PSO is properly trained to stand post. This tool will track PSOs work schedules and prohibit PSOs from working beyond 12-hours daily without a COR waiver for a specific reason.

The Contractor shall obtain applicable software licenses in accordance with federal regulations for operation of such PTS computer/tablet/kiosk devices and any peripheral equipment. The Contractor shall provide a copy of such permits to the COR prior to utilization.

All costs for the operation and maintenance of PTS computer/tablet/kiosk devices shall be borne by the Contractor. The Contractor shall furnish, stock, distribute, and sustain PTS computer/tablet/kiosk devices as identified and required to be utilized at all PSO posts.

The Government shall determine the placement of PTS computer/tablet/kiosk devices and provide this information via each task order as identified in the Post Exhibit.

Last column on post exhibit designates which posts require the PTS tablets.

Proposal Evaluation Information Non-price factors, when combined, are more important than price. However, the Government contemplates the possibility that it may identify an offer(s) of such a high technical quality that it would not be in the Government’s interest to pay an additional price premium for any additional technical (non-price) advantage. As a result, offerors are advised that the Government may not evaluate the technical proposals of all offerors under this RFP.

The Government will first review the total evaluated price of all proposals received. The technical proposals of those offeror whose pricing is determined by the Contracting Officer to be most competitive may be reviewed prior to, or instead of, other technical proposals received. Based on the initial review of these technical proposals, the Government may not evaluate the technical proposals of other offerors, whose total evaluated pricing was higher than that of one already evaluated and already assigned the highest possible technical adjectival rating. This would occur when the Contracting Officer determines that one or more of the technical proposals already reviewed is of such a level of quality that it would not be in the interest of the Government to incur cost beyond the price of the technical proposals already reviewed media1.mp4 image2.png media2.mp4 image3.png media3.mp4 image4.png media4.mp4 image5.png media5.mp4 image6.png image1.jpeg
