About this file
This document provides details regarding an amendment to the Department of Homeland Security's Office of Procurement Operations Research and Development Open Broad Agency Announcement solicitation number 70RDND19R00000003.
The amendment modifies language regarding the optional pitch paper process and proposal submission deadlines. For topic solicitations following the two-phased evaluation process, offerors are no longer required but strongly encouraged to submit a pitch paper in advance of a proposal. Proposals must be submitted by the deadline set in notification letters for the two-phased process or in the specific topic solicitation. Offerors may modify ideas presented in an optional pitch paper when submitting a final proposal.
The original solicitation remains open for five years to solicit research through periodic topic solicitations. Topic areas will focus on preventing, protecting against, responding to, and mitigating nuclear, chemical, radiological, and biological threats, with technology readiness levels of 1-7 for chemical, biological, radiological, and nuclear threats. Deadlines and award timing are detailed in each attached topic solicitation. Questions should be directed to the email address provided by April 30, with responses posted within a week. An industry day webinar will be held on May 1 to review the new process and upcoming opportunities.
