About this file

This document includes a Statement of Work template and information on a related federal contract opportunity. The Statement of Work template provides guidance for developing Statements of Work under an interagency agreement between the Department of Homeland Security Countering Weapons of Mass Destruction Office and the Department of Energy. It outlines various sections to include, such as background, scope of work, milestones and deliverables, funding, and points of contact.

The related federal contract opportunity is a 5-year Research and Development Open Broad Agency Announcement issued by the DHS Office of Procurement Operations to support the CWMD Office's R&D mission. The OBAA will be used to solicit research ideas through periodic Topic Solicitations. The first Topic Solicitation is included and provides a 45-day response window for pitch papers, with proposal and award dates to follow. The OBAA seeks to engage industry and encourage innovative R&D ideas to address chemical, biological, radiological, and nuclear threats across technology readiness levels 1 through 7.
