ATTACHMENT IV- TECHNICAL ACCEPTABLE CHECKLIST

Technical submission should demonstrate the firm’s capability to perform the requirements outlined in the RFQ. The BPA Call will be awarded to the contractor if their quotation submission, conforming to the solicitation, is determined to be technically acceptable to the Government. The proposal will be evaluated on:

(Y/N) Required Capability Able to accept a digital Audio/Visual (A/V) feed from a fully equipped television studio in either Web Real Time Communication (WebRTC) or Real Time Messaging Protocol (RTMP) protocol.

Includes portable production equipment, including a digital video switcher, production software, and High Definition (HD) cameras, that would allow CISA to produce such an event and stream broadcast-quality HD video to the platform from remote locations.

Equipment must be able to produce video that incorporates multiple input sources, including at least two (2) on-site cameras, multiple audio inputs, and one or more remote sources, such as a commonly used Voice Over Internet Protocol (VOIP) provider like Skype.

Able to present the final program on a controlled-access website (i.e., a site accessible to those who are provided credentials in advance).

Able to accommodate a moderated question and answer function, whether within the platform itself or via a third party application, that allows an administrator to review questions before they are posted and visible to the full program audience.

Ability to designate up to 10 users and administrators in Washington and at different customer sites or hubs around the world to access the platform.

Ability to hold at least 3 simultaneous broadcasts.

Ability to record and archive/store broadcast quality recordings of events.

Broadcast quality recordings of the events must be available for immediate download by CISA and/or distribution to third parties Ability to provide a dedicated account manager to assist CISA administrators accessing, training and customer support services
