Preproposal Inquires
1 July 2020
Question 1. Section M.1 – Page 111 – States you intend to award one award yet on Page 97 L(f)(6) states you reserve the right to make multiple awards. Please confirm how many awards you anticipate making?
GOV’T RESPONSE: FLETC intent is to award one (1) contract
Question 2. For a Prime/Sub Team is the past performance of the critical sub evaluated the same as the Prime?
GOV’T RESPONSE: The prime’s relevant past performance will be evaluated higher than Sub’s past performance.
Question 3. Section M – Page 114 – You are requesting five contracts.
a. Is that 5 or Up to 5?
GOV’T RESPONSE: Up to 5 relevant contracts of similar size, type, and complexity.
b. Are task orders considered relevant or are you wanting ID/IQ contracts only?
GOV’T RESPONSE: IDIQ contracts are preferred, but task orders will be considered based on size and complexity.
c. Will you consider MACC, SATOC or MATOC’s to be relevant contracts?
GOV’T RESPONSE: Yes
Question 4. Section M – Page 114 – For an ID/IQ contract want to clarify the 5 year time requirement. 5 years back would represent 2015-2020 but what about an ID/IQ that was awarded prior to 2015. Is the requirement met from the completed date of the contract or the start date?
GOV’T RESPONSE: Contracts with completion dates five years or less from the solicitation dated. Contracts with a period of performance/ordering period ending after June 15, 2015.
Question 5. SOW – Page 4 – 2. States the Contractor must designate an Alternate PM. What is required in the proposal for the alternate? Just their name? or is their resume required, too?
GOV’T RESPONSE: Provide resume/experience equal to the primary PM requirements.
Question 6. SOW – Page 5 – 3. States the Contractor must designate an Alternate Super. What is required in the proposal for the alternate? Just their name? or is their resume required, too?
GOV’T RESPONSE: Provide resume/experience equal to the primary Superintendent requirements.
Question 7. SOW – Page 4 – 1. We need to demonstrate completion of HS. We respectively request that this requirement be removed. If not will a photo or scan of their High School Diploma fill this requirement? And if they no longer have their diploma, would a signed statement of the High School name and date of graduation satisfy this requirement?
GOV’T RESPONSE: Requirement to remain. A Photo/scan copy of HS diploma is acceptable. Signed statement is acceptable, if diploma is not available.
Question 8. SOW – Page 4 – 1. We need to demonstrate a working knowledge and proficiency with MS Project and RS Means. Please clarify how we would demonstrate that.
GOV’T RESPONSE: Indicate in experience when/where experience in using the programs with proficiency level.
Question 9. SOW – Page 6 – 5.c. We need to demonstrate the QCM has a working knowledge and familiarity with MS Project or similar project management software. Please clarify how we would demonstrate that.
GOV’T RESPONSE: Indicate in experience when/where experience in using the programs with proficiency level.
Question 10. SOW – Page 5 – 3.d. Key Personnel must show ID/IQ experience in SABER & JOC contracts. Will experience in MACC, SATOC, or MATOC contracts be considered relevant?
GOV’T RESPONSE: Yes
Question 11. SOW – Page 5 – b. States the contractor shall hire an independent QCM – please clarify the requirement of “independent”? 3rd party?
GOV’T RESPONSE: The QCM is to be a direct employee of the Prime Contractor.
Section 5 b. of the SOW shall be revised to reflect this.
Question 12. Specification section 1.6 states “All personnel shall be direct employees of the Prime Contractor.” SOW section 5.b. states “The contractor shall hire an independent Quality Control Manager (QCM) to meet the requirements of the Contractor Quality Control program……”. These requirements contradict each other. Please clarify if the QCM is to be an employee of the Prime Contractor (or teaming partner), or an Independent Contractor.
GOV’T RESPONSE: The QCM is to be a direct employee of the Prime Contractor.
Section 5 b. of the SOW shall be revised to reflect this.
Question 13. Specification section 1.6 states “At a minimum, one (1) of the key personnel (Project Manager, Project Superintendent, QC Manager and alternates, if applicable) must always be on-site during Normal work hours (7:30 am - 4:30 pm).” Specification section 1.6.1.1 requires the QCM to be full-time onsite, SOW section 4.a. requires the PM to full-time onsite, and SOW@ 4.b. requires the Site Superintendent to be full-time onsite. These sections are in contradiction to specification section 1.6. The difference is a significant change in the coefficient. Please clarify if all three (3) key personnel are to full-time onsite, or if only a minimum of 1 of the key personnel are to be onsite fulltime.
GOV’T RESPONSE: The Superintendent and QCM must be on site during Normal Work Hours (7:30 am - 4:30 pm). The Project Manager may fill in for the Superintendent from time to time as detailed in Section 4 of the SOW. The referenced specification sections and SOW will be revised to reflect this.
Question 14. Specification section 1.6.3.2 states “An individual with a minimum of ten (10) years combined experience in the following positions: Project Manager, Project Superintendent, QC Manager, or Construction Manager with the last five (5) years’ experience as a Project Manager on specific IDIQ, SABER, or JOC contracts within the minimum range of at $3M or above, with a performance period of more than one year. The Project Manager must have been employed directly by the prime contractor and served in that capacity for the duration of the contract.” Can the PM have been employed in that capacity by either the prime contractor or teaming partner? Also, Do they need to have been employed as the PM on an IDIQ/ SABER, or JOC for the full duration of the contract, or for at least one (1) year since the minimum performance requirement for this type of contract as stated above is one (1) year? Please clarify these requirements.
GOV’T RESPONSE:
(1) If role was held for Teaming Partner yes, but “not” if position was held for a Subcontractor to the Prime.
(2) One year is the minimum duration for the job to qualify, but the PM’s accumulated experience is a minimum of 5 years.
