About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Federal Law Enforcement Training Centers (FLETC), issued by the Department of Homeland Security. The amendment (Number 0003) covers the 2026 FLETC Operation and Support contract with a period of performance from 10/01/2025 to 09/30/2026. The solicitation will award a contract based on three primary evaluation factors: technical capability of the service, price, and past performance. Offers will be evaluated for technical acceptability, with technical and past performance considerations being approximately equal to cost. The government will assess pricing reasonableness using FAR 13.106-3 techniques and may evaluate total pricing by adding option prices to the base requirement pricing.

evaluate offers:

(i) technical capability of the service quoted to meet the Government requirement;

(ii) price and,

(iii) past performance.

To be considered a technically acceptable solution for a service, the quoted service shall meet the solicitation requirements including terms and conditions stated in the solicitation.

The quote shall state that all aspects of the technical requirement, including required delivery date and part numbers, can be met.

The Government will evaluate quoted pricing for reasonableness utilizing techniques described in

FAR 13.106-3.

Technical and past performance, when combined, are approximately equal to cost or price

(Contracting Officer state, in accordance with

FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
