Role players can support multiple roles and events on the same day without limitation.

No

3. Since this effort will be based on the Lowest Price Technically Acceptable basis [on RFQ Page 2 of 50] how will the government evaluate contractor offerors as proposing technically acceptable role players?

Please see clause 52.212-2 for evaluation criteria

4. Could you confirm the WD for this effort? 2015-4227 (Rev-31) is sited in Section 18 but appears to be for Pennsylvania. 2015-4281 (Rev 34) is attached to the solicitation but doesn’t appear to include a rate for a Role Player.

WD 2015-4281 (REV 34) is applicable for this solicitation. Statement There is no published Wage Determination Minimum hourly rate for Role Player Services.

5. The SF 1449 has two items numbers 0001: Role-player Services and 0002 Lead Role-player Supervisors. Is this pricing for the base year only or all 5 years?

5 years. Please see amended SF1449

6. If you need pricing for all 5 years, could you provide an updated the SF 1449 that includes base item numbers (0001, 0002) and option year items numbers (1001, 1002, 2001, 2002 etc.)?

Please see amended SF1449

7. What is an accurate expectation of scheduling for the role players and specifically, the lead/supervising role player? Mainly, are they expected on a variety of days on a consecutive week to week basis or is the expectation of availability more sporadic such as a few days per month?

A role player work schedule will be issued with each BPA call for role player services. The role player work schedule will be issued at least fifteen (15) working days prior to the beginning of each class. The role player work schedule will include the date, time, scenario name, course number, role player report location, and number of role players.

There is no WD currently associated with this solicitation. A Request for Authorization of Additional Classification and Wage Rate, Standard Form 1444 shall be submitted by the awardee using the Conformance Process listed on the Register of Wage Determinations.

Revised 52.212-2

10. The Wage Determination currently does not have the DOL applicable minimum hourly rate for a Role Player. This typically occurs for some Occupation Codes, [especially for the role player labor category], when a critical and necessary labor category in a SCA solicitation is missing. On these cases agencies in the past, including FLETC, have gone directly to DOL to request and receive the hourly rate currently missing in the WD. Has the government already made such a mandatory request? This hourly rate is needed for valid offeror's price proposals.

The annual value varies by year as each years calls may differ. Total contract value as of 9/15/2025 is $305,925.30.

17. How many courses/classes are conducted each year that require the number of days/hours/roles listed in the Statement of Services?

There are approximately 100 or more a year at a time

18. Is the Lead Role Player Supervisor required to have a regular on-site presence and office at the training center? Or only during the actual exercise scenarios being conducted?

Yes, the lead will be here for the duration of the training during the day. No, they do not have an office here on FLETC. He/She will meet me in one of training rooms for status of roll players and all will receive a safety briefing for the day from myself or a designee.

Yes, the lead will be here or a designee as the lead for the duration of the training schedule for that day. I would say yes to 350-man hours is good, but we have been getting add on to training because of the SURGE requirements and the new Park Police Training and CBP Training coming to Cheltenham.

20. Is the Lead Role Player Supervisor permitted to also support the role player roles/scenarios? Or just as a back up?

Yes, the lead roll player is always including in the manpower to support the training objective.

21. Are individual role players limited to being able to just support one day/role for each class (to limit exposure to the students)? Or can they support multiple days/roles for each class group? If so, is there a limit?

The roll players have always supported multiple roles of training here and sometimes go from event to event on the same day to support the mission. There is no limit.
