Solicitation No. 70LCHE22RPFB00002 Questions
1. Solicitation Sections A & B, CLIN X009. Besides grounds maintenance, what other services are required for the SIM City? Where are the services for CLIN X009 described? See sec. C.5.2. This also includes fencing, sidewalks, and stairs to include snow removal and pest control.
2. Sol. Sect. C.1.7.4, Waste Disposal. This section notes that the “Contractor is responsible for proper disposal of Contractor generated regulated waste”.
Please clarify whether the Government or Contractor is responsible for the costs associated with the transportation and disposal of regulated waste generated in the operation of the Center. See sec. C.1.7.4. This was conducted by a third party contractor, but will modified into the FOSS contract after award and will become part of the FFP of this contract after award.
3. Sol. Sect. C.1.9.1.2.4. For the Firearms Range Master position, “Offerors shall include with their proposal the name of their proposed applicant(s) and copies of his/her credentials and whether or not he/she is committed to work for the contractor in the event of a contract award”. When and where in the proposal submittal process should this information be provided? Besides this position, is similar information for other key personnel required as part of the proposal process? Information will be forthcoming after submission of phase 1 on proposed key personnel applicant credentials submission.
4. Sol. Sect. C.1.9.1.3, Facilities Operations Specialist. Can you clarify this role further and how it differs from the Project Manager and Alternate Project Manager positions? This position is intended to directly support PM/APM functions and to provide more flexibility in the event of the PM/APM’s absence or unavailability.
5. Sol. Sect. C.1.9.1.9.3. This section calls for the Driver Training Range Master
“to perform operator maintenance and conduct safety inspections of training vehicles to include fluid replacement, tire changes, windshield wipers, etc. and assist the auto shop as necessary in getting vehicles on-line for training”. Can you clarify how much in the way of hands-on maintenance is required of this position? Who is responsible, Government or Contractor, for the cost of maintenance materials such as tires, wiper blades, and fluids? This position is intended to allow the auto shop mechanics to perform their primary duties (i.e., fluid replacement, tire changes, etc.) in lieu of administrative duties that the Driver Training Range Master would perform. Cost of maintenance materials is the Government’s responsibility.
6. Sol. Sect. C.3.5.3.10. “FLETC processes and recycles spent simulated ammunition cartridges through the Glynco ALM. Drums of these items must be shipped from Cheltenham to Glynco for processing”. Who is responsible for the cost of shipping and processing these ammunition cartridges, Government or
Contractor? FLETC arranges for the pick-up of spent cartridges and recyclable lead bullets. The contractor is to assist in the loading of the material onto the transport vehicle. Contractor pays for labor involved. See C.3.5.7 and C.3.5.8.
7. Sol. Sect. C.3.5.4.8.6. “Maintain a current inventory stock of empty drums, containers, labels, spill containment materials and other material handling accessories. The Contractor shall immediately make the COR aware when stock levels of high-use items purchased by FLETC drop below a 30-day supply”.
This section seems to indicate that the Government will supply empty drums, containers, labels, spill containment materials and other material handling accessories whereas CLIN 0003 in Sect. A of the Solicitation indicates that the Contractor will provide drums. Please clarify. Government supplies the drums.
8. Sol. Sect. C.3.6.4.4. “The Contractor shall periodically transfer scrap tires off site to a state licensed or approved processing facility”. Who is responsible for the cost of transferring and processing these scrap tires, Government or Contractor? Contractor is responsible for cost of transferring/processing scrap tires.
9. Sol. Sect. C.3.7.6.2. “For spills in excess of 100 gallons, the Contractor may be required to respond to spills in conjunction with other emergency cleanup services, such as from a local, state, or federal response agency or another contractor”. Who is responsible for the cost of responding to spills in excess of 100 gallons, Government or Contractor? If Contractor, would this be handled as an IDIQ task? Contractor pays labor and provides PPE to its employees.
Government pays for spill cleanup materials (spill kits). This would not be IDIQ.
A major spill would be negotiated separately.
10. Sol. Sect. C.3.9.6.1. “For site minor construction repairs or projects performed by the Contractor on the Center as specified within this SOW or as IDIQ work…” Can the Government clarify what stormwater management repairs are covered by the FFP or IDIQ tasks? Stormwater management repairs are covered under a separate contract.
11. Sol. Sect. C.5.4, Fence Maintenance. Are all tasks in this section part of the
FFP task or will major fence repairs be covered in the IDIQ task? All tasks in this section are part of the FFP of this contract.
12. Sol. Sect. C.5.6. This section is labeled Government Furnished Property (GFP) and includes subsections for Tree Removal; Fence Repair; Snow, Ice Removal for Buildings and Roads; and Miscellaneous Grounds Maintenance. Since these subsections are lumped under GFP, are we to assume that the costs for these services will be part of the IDIQ task? Please clarify. Subsections are part of the FFP CLINS. IDIQ is negotiated work that is within scope but is above and beyond the statement of FFP work for this contract.

13. Sol. Sect. C.5.6.4.1. This section references a Section C.5.5.3 that is not part of this Solicitation. Please clarify. Section C.5.6.4.1 Should read as follows:
C.5.6.4.1. The contractor shall provide all labor, materials, and equipment necessary to clear snow and ice from ALL roadways, parking areas and sidewalks and to ensure all personnel can safely access required areas.
ALL building sidewalks to the entrances that include the porches on facility, shall be maintained to their proper width to ensure all personnel safe passage to and from the buildings. Section J, Attachment C.5.6 provides the list of locations and square footage for roads, parking areas and sidewalks.
14. Sol. Sect. C.5.6.4.1. This section references a Section C.5.5.3 that is not part of this Solicitation. Please clarify. Not in the SOW – disregard reference to C.5.5.3.
15. Sol. Sect. C.7, Infrastructure Support Services. This section is well above and beyond the requirements of the incumbent contract for services that are currently handled by the Government. Is it the intent to move these services from the responsibility of the Government to the Contractor? Yes. This solicitation expands Contractor duties and responsibilities significantly.
16. Sol. Sect. C.7.2, Firearms Range Facilities. This section includes no mention of target, soundproofing, and bullet trap system maintenance and what is and is not included in the FFP scope. Please clarify. Target, soundproofing, and bullet trap systems are part of the preventative maintenance FFP scope. Significant repairs and replacement will be negotiated and issued a task order under IDIQ.
17. Sol. Sect. C.7.2.3.4. “The Contractor shall make repairs required as a result of unusual or severe weather conditions, documented by the National Weather Service (www.weather.gov) differing from the norm for this geographical area”.
Given these weather conditions are outside the norm, please consider these repairs as not part of the Contractor’s FFP price. Otherwise, a Contractor will have to consider pricing to include the worst of conditions such as hurricanes in their FFP task. This would be negotiated on a case-by-case basis.
18. Sol. Sect. C.7.2.3.5.4. This section defines a major repair as “complete replacement of heating or air conditioning ductwork or units, hot and chilled water piping system of a facility or building”. Please consider rewording this sentence as follows, “complete replacement of heating or air conditioning ductwork or units, hot and chilled water systems and piping of a facility or building”. This can be modified post-award.
19. Sol. Sect. C.7.2.5. AHU Filter Replacement. Please confirm that the Contractor is responsible for the replacement material cost of all filters except the HEPA or
MERV 14 Box Filters. These are included in Firearms Range Maintenance FFP, X008.
20. Sol. Sect. C.7.5.4.1. Please identify the number of pumps and the number of tanks and their sizes to be inspected quarterly. There are two (2) fuel pumps and one (1) fuel tank (2,500 gal).
21. Sol. Sect. C.8.5.12, Weapons Cleaning. What is the Contractor’s role regarding weapons cleaning? This section defines the level of cleanliness but does not define the Contractor’s role and process in the actual cleaning of weapons.
Contractor is not responsible for cleaning weapons, but rather inspection for cleanliness.
22. Sol. Sect. C.10, Driver Training Range. This section is well above and beyond the requirements of the incumbent contract for services that are currently handled by the Government. Is it the intent to move these services from the responsibility of the Government to the Contractor? Yes. See response to Question 15.
23. Sol. Sect. C.10, Driver Training Range. Please clarify what materials and supplies are to be provided by the Contractor versus provided by the Government. Materials and supplies are provided by the Government. Grounds maintenance equipment is provided by the Contractor.
24. Sol. Sect. C.10, Driver Training Range. What vehicle maintenance is the
Contractor responsible for versus provided for by the Government? See section C.10 in its entirety.
25. In the RFP Section M.2. Basis of Award Factor 1 paragraph 7. states
“maintaining and cleaning an indoor firearms range for a minimum of seven (7) ranges”. Will an Offeror with the following FLETC past performance be considered relevant: Four (4) indoor firearms ranges and nine (9) outdoor firearms ranges? Yes.
26. Would the government consider removing the requirement what appears to written as a minimum of seven (7) indoor ranges? No. We have seven (7) indoor ranges that must be maintained to accomplish the training mission.
27. In the RFP Section M.2. Basis of Award Factor 2 paragraph 2. states
“Qualifications of Key Personnel”. Is it correct for a Offeror to expect to discuss the position qualifications of the Key Personnel and not the names of specific Key Personnel? See response to Question #3.
