About this file

This file is a Questions and Responses document for FEMA Region 6 FRC Ground Level HVAC and Roof Replacement RFP No. 70FBR626R00000016. The document contains inquiries submitted by potential offerors and the corresponding responses provided by the contracting officer, serving as clarifications and amendments to the original solicitation for the construction project located at 800 N. Loop 288, Denton, Texas 76209. This Q&A file would typically address offeror concerns regarding scope interpretation, technical specifications, schedule requirements, compliance with Davis-Bacon wage determinations, integration with the existing Metasys building management system, and other solicitation requirements to ensure all bidders have a consistent understanding of the work requirements prior to proposal submission.

The specific questions and responses within this document would provide critical guidance on execution of the approximately 3,000 square feet roof membrane and insulation replacement, rooftop HVAC unit removal and replacement, HVAC ductwork and electrical connections, testing and balancing, material disposal, and closeout documentation. As a 100% Women-Owned Small Business (WOSB) set-aside with firm-fixed-price contracting terms, clarifications regarding small business representations, certification requirements, and pricing expectations would likely be addressed. The responses would ensure offerors understand compliance obligations under applicable NAICS codes (236220 for Commercial and Institutional Building Construction and 238220 for Plumbing, Heating, and Air-Conditioning Contractors) and can submit compliant proposals by the deadline specified in the original RFP.

2The evaluation criteria under Best Value Tradeoff do not state how the tradeoff will be made. Can the Government clarify? The Government will review the solicitation language and issue an amendment if clarification is required. Offerors shall refer to the evaluation criteria stated in the solicitation and any subsequent amendments.
3The 150-mile radius requirement is ambiguous, discriminatory, and restrictive in accordance with the FAR and may result in a protest. Can the Government clarify or revise this requirement? The Government will review the 150-mile radius requirement to determine whether clarification or revision is appropriate. Any changes will be issued by solicitation amendment.
4The solicitation does not distinguish between price reasonableness and price realism. Can the Government clarify whether price reasonableness, price realism, or both will be evaluated? The Government will clarify the intended price evaluation methodology in the solicitation or by amendment, as applicable. Offerors shall follow the solicitation instructions and any subsequent amendments.
5Under FAR 15.101-1, the tradeoff process is not clear as to what is being traded off. Can the Government clarify? The Government will review the tradeoff language and clarify the basis for tradeoff, including the relationship between price and non-price factors, if needed. Any clarification will be provided by amendment.
6I am requesting additional time to put together a solid write-up for a Seven Factor Solicitation. Will the Government extend the proposal deadline? The Government will consider the request for an extension. If an extension is granted, the revised due date will be issued by amendment.
7FAR 15.304 requires the Government to list the relative importance of evaluation factors, which was not listed.
